Local 1014 would like to remind the families of our LA County fallen Firefighters who have children entering college to apply for the Dan Terry Scholarship through the California Fire Foundation.

The deadline to submit applications for the Daniel A. Terry Scholarship program, which provides assistance to the children of firefighters who died in the line of duty, is Monday, July 1, 2019.

As a California Fire Foundation Board Member, Local 1014 was proud to sponsor the Foundation motion to expand this scholarship opportunity for all fallen firefighter families. The $2,000 scholarship will now be renewable annually for four years for a total of $8,000. We will continue to work to expand this scholarship opportunity for the children of our fallen brothers and sisters.

Named for California Professional Firefighters President-Emeritus Daniel A. Terry, the scholarship program was created to help the children of fallen firefighters realize their dreams of receiving a higher education. Since its inception, the program has awarded over $200,000 in scholarship funds to more than 100 students, including many children of Local 1014 members. The application for 2019 is available here.

Pay Warrants

By now many of you have seen your 6/14/19 pay warrants. While some of what is due is on the check, it is apparent that much is missing. Your Executive Board is working hard to get our pay and ensure reconciliation on retro and any special bonus pay.  

As of now approximately 700 of our members received the correct calculation for the 2% COLA and retro back pay, and 2% EMT. The rest of us did not receive a correct and or complete pay raise.  The Department is working with Local 1014 to reconcile these errors and get checks out to us by today.  

Additionally, we have learned that the Paramedic Bonus and special bonuses have not been applied because the County is finishing getting formal approval from LACERA regarding pension eligibility.  This also occurred with ALADS and the Sheriff’s Deputies and LACOLA and the Lifeguards.  We will be working to get this completed and done to move those monies into our checks as well.

July is our next scheduled raise. We are using that as a target goal to get this and that raise set to go with the Auditor-Controller.  It is clear that the Auditor-Controller and Department Payroll system is antiquated and not set up to handle our numerous bonuses and work down situations. We are working with the Department on a solution as well as a simple guide to understanding your paycheck and hours with simple math.  

As we said earlier in the week, we have been in contact with the Fire Chief and we are demanding that he hold his staff accountable for these errors. The Department will be continuing to communicate on the issue also. 

Additionally, the Union has contracted with an independent auditor to review our members' paychecks via a sample of each rank and bonus structure. This will ensure that checks have been processed correctly and rectify any individual paychecks with grave errors. We hope to have those audits done with a sampling of all ranks and pay step levels and bonuses by July also.  We will report back to the members our findings.   

603 / 604 Bargaining Continues

The 603 / 604 bargaining table for our Dispatchers, FPEA’s, Haz Mat, and Forestry members will reconvene in the next couple of weeks as we continue to deliberate and work with the CEO and the Department on costs for the items we seek.  As in all negotiations, much work occurs not only at the table but in the halls of the Department and the CEO and ultimately the Board of Supervisors.  We will continue to keep the members posted on our progress.  

Peer Support 

Over the last few months, our membership has seen a wave of tragic events from losing members to losing family members and loved ones. We are very proud of our PEER team for assisting our own, but also firefighters in Northern California who are dealing with another very young firefighter suicide.  

Be proud of LA County Fire - Local 1014 and LA County Fire Lifeguards - LACOLA members representing us in various locations as we print these words.  Thank you to Chief Osby for his continued support for the IAFF trained and sponsored teams to handle this work.  We have a solid relationship with the Reno Firefighters and the surrounding areas as we continue to support their needs as well as our brother who lost his child.  

As we continue to work every day to serve our 4 million residents in what is sometimes their and their family’s worst day, we must remember to check in with ourselves and with our Brothers and Sisters. Sometimes asking for help is the strongest thing you can do.

Legislative Advocacy 

This week, Local 1014 President Dave Gillotte joined Lori Cruz, widow to Captain John Mazzocco who died of cancer at 48 years old, to testify in Sacramento to support California State Assembly Bill 1090. AB 1090 would prohibit the collection of campus-specific fees from the children of a fallen firefighter or law enforcement officer. These fees can add up to thousands of dollars a year. This bill would alleviate the financial burden surviving families face and honor the sacrifice of our fallen firefighters. 

Last year, President Gillotte and Local 1014 joined Lori Cruz to testify in support of legislation that required all California State University, University of California and Community Colleges in California to honor the tuition fee waiver for children of all Line of Duty Death firefighters and law enforcement officers. 

Thank you to Lori Cruz and her husband George Cruz for your tireless and compassionate support of this work on behalf of our fallen Firefighters and their children. Thank you also to Assemblymember Jose Medina and the team at the California Professional Firefighters (CPF) for their work to make this legislation a reality. 

601/602 Raises and Payroll 

Local 1014 has been working every day with the Auditor-Controller and Department Payroll to ensure the logistics and mechanisms to get our raises properly paid are in place and ready to roll for next pay period.  This is a complex and tedious process that involves eCaps, eHR, as well as IPFIRS.   We will have additional information on Monday regarding our pay and our raises within our paychecks.  We are also working on Comp Time Off language for the manuals so we can begin using this benefit.  The language must be agreed to by the Union and the Department and we are vetting that now.

Behavioral Health



The month of June is Post-Traumatic Stress Injury Awareness Month. Local 1014 has been hard are work not only building our Behavioral Health Program and our Peer Support Program, but also advocating for post-traumatic stress and cumulative stress to be redefined as an injury and treated as such within the Department and the healthcare system. To that end, we have been partnering with Senator Henry Stern on SB542 critical legislation that will help break the stigma of post-traumatic stress and give firefighters the protections they deserve. 

Let’s all remember that we need to work every day to break the stigma. Check in with your Brothers and Sisters, utilize your peer support resources, and take care of each other.

This last week was a difficult week for our membership, we lost two of our Brothers. Brother Mark Tolbert, Battalion Chief, and Brother Kerry Crabtree, Dispatcher.  Click here to view the memorial services which were held today for Brother Tolbert. On behalf of all our Brothers and Sisters, we offer our condolences to the families and friends of both Brother Tolbert and Brother Crabtree. 

Mark Tolbert was a respected and loved Local 1014 member who continued to be active in the work of the Union and the Department as a Chief Officer.  He truly led by example and excellence was the standard.  

SFD Crabtree was also a leader and a member who cared deeply about his brothers and sisters and equally about the mission to serve our citizens.  We shall never forget and we shall honor their memory.  

Our membership has faced numerous challenges over the past year, from losing our members both on and off the job, to large scale wildfires and ever-increasing call loads. This week, we are reminded that life is precious. That is why it is critically important to remind all our members to take care of each other. 

Take a moment to check in with your brothers and sisters and to utilize the resources in your stations via the Local 1014 Mental Health Resources poster. Firefighters and First Responders, we are conditioned to be tough and strong—we are conditioned to be superheroes for our community. However, just like physical safety, behavioral health is something that must be conditioned and maintained. The peers and support teams are always there to help. Take care of each other. 


To that end, Local 1014 was honored to host the Behavioral Health Peer Support Team Leads meeting this week at the Union Hall. During the past few months, through our Peer Coordinator Scott Ross, we have seen significant progress towards building a Behavioral Health Program that works for our members, has technology that fits our needs and is easily and confidentially accessible for all.  More on this to come in the months ahead as we look to hire fire-centric culturally-competent clinicians to support our peers and our members.

We will have a more in-depth update and a timeline for our salary raises, and our fringe benefits contract next week.

We are pleased to announce, the Board of Supervisors voted to ratify our 601/602 Bargaining Unit successor contract this past Tuesday. This was a hard-fought victory for our Executive Board and our negotiating team. We were able to achieve a rich contract for our members, protect our non-economic and working condition items and get extra funding for Behavioral Health programming. 

As a reminder, the 601/602 Bargaining Unit includes our Firefighters, Captains, EMTs, Paramedics, etc. This contract covers our salary increases and specialty bonuses, which was ratified by our membership earlier this year. Please see the attached information sheet on the details of the contract. 

         

Now that we have secured approval from the Board of Supervisors, we will move towards ensuring our retro paychecks are properly calculated by payroll and that everyone receives their hard-earned checks. 

We will continue to keep you informed as the process moves forward.

This week, the Local 1014 Executive Board considered General Member Motion No. 058-19 regarding alternative work schedulesYour Local 1014 Executive Board understands this is a divisive issue and we will ensure that all members, no matter their position on this item, are heard and have the opportunity to attend the General Membership Meeting where Motion 058-19 will be considered for a vote. 

This item will be on the agenda for the General Membership Meeting on June 11, 2019.  This will allow adequate time to publish the Executive Board position, and for all members from both sides to consider and plan to attend the meeting for debate and a vote. 
 

Local 1014 Executive Board supports Motion No. 058-19 which states, We move to form a Local 1014 sponsored trial schedule change committee to be formed no later than July 1, 2019 with the purpose to identify alternative work schedules, then present and report back with findings to the General Membership and Executive Board by September 1, 2019 with a vote to pursue a 1 year trial schedule change by our General Membership with a simple majority vote of ballots cast no later than December 15, 2019” with the following amendments: 

1. Remove July 1, 2019, and replace with not more than 60 days after salary and fringe contracts are ratified by the Board of Supervisors. 

2. Remove September 1, 2019, and replace with no later than 30 days following the committee report being completed and presented to the Executive Board and General Membership. 

3. If the committee recommends and the Executive Board or General Membership adopts the committee report with a recommendation to put to the membership a vote to pursue a schedule change trial, then such vote shall be a simple majority of ballots cast and shall occur no later than 60 days after such adoption of the committee report. 

We feel the Board’s amendments support the spirit and intent of the motion while giving adequate time to have the Board of Supervisors vote to ratify our contracts, both salary and fringe benefits. The salary contract for 601/602 bargaining units (Firefighters, Paramedic, Captains, etc) will be ratified by the Board of Supervisors on Tuesday, May 21, 2019, and the CCU fringe contract is likely approximately 30 days out for a vote. 

As always, the minority opinion shall be heard loudly, and the majority vote shall carry the day. Your Executive Board is equally split on this issue; however, we were unanimous on our recommendation to support the Motion as amended and to act in a timely manner with a simple majority vote.  

We look forward to the discussion, debate and the ultimate outcome as we consider an issue that is difficult to navigate.

Next week, on May 22-24, 2019, Los Angeles County Fire and Local 1014 will be engaging in a countywide Fill the Boot campaign. Over the past three years, LA County Fire alone has raised over $360,000 in support of MDA, through participation in our annual Fill the Boot campaign. We are the second largest fundraiser in the state for the MDA—this year, we want to be #1!

MENTAL HEALTH MONTH

May is National Mental Health Month! Local 1014 would like to remind our members to take a moment to check in with your brothers and sisters and to utilize the resources in your stations via the Local 1014 Mental Health Resources poster.

Last year, more firefighters died from suicide than from on-duty events. National surveys suggest nearly one in three firefighters have considered suicide. In many cases, post-traumatic stress injury is the cause, and all too often, our brothers and sisters suffer in silence. As Firefighters and First Responders, we are conditioned to be tough and strong—we are conditioned to be superheroes for our community. However, just like physical safety, behavioral health is something that must be conditioned and maintained. 

Don’t let this issue live in the shadows. Be safe, take care of each other.

Today, our members showed the public what fire and smoke looks like in a confined structure and gave them a glance into what our Firefighters deal with every day. 

Thank you to LA County Fire PIO Captain Imbrenda, Captain Golondzinier and Captain Christensen, the Burn Cadre and Los Angeles County Fire Training Services Section for spreading the message with the public education spot on Good Day LA morning news.  

In the clip we see how valuable thermal imagers (TI) can be for our members. Local 1014 will be continuing to work on getting a TI in every firefighter’s hands. We are pleased with Chief Osby’s response to our work on this issue.  Through its “Give Back Program,” the Picerne Family Foundation donated two thermal imaging cameras to the Los Angeles County Fire Department this week. Chief Osby has agreed to put approximately 30 more TI’s into the budget and work with us to expedite finding grant money to purchase the remaining equipment.  With the TI’s we already have and the additional 30 we are in a good position moving forward.   

Contract 

We were able to secure a hard date of May 21, 2019 for the 601/602 ratified contract, which includes our Firefighters, Captains, EMTs, Paramedics etc., to be heard at the Board of Supervisors. This contract covers our salary increases and specialty bonuses, which was ratified by our membership earlier this year. Once voted on, we will move towards ensuring our retro paychecks are properly calculated by payroll and that everyone receives their hard-earned checks. 

We continue negotiations with the County for our 603/604 Bargaining Unit members, which includes our Dispatchers, Forestry, and Health Haz Mat members. We are set to continue negotiations in two weeks after they review all of our requests. Again, this is for the salary and bonuses for all 603/604 Bargaining Unit members. Once we reach an agreement, the vote will be sent to all 603/604 members only for ratification. 

Fringe Benefits Contract 

As we noted last week, Coalition of County Unions (CCU) has reached a Tentative Agreement (TA) with the County of Los Angeles on a successor Fringe Benefit Memorandum of Understanding (MOU). The CCU negotiates benefits separately from wages and unit-specific working conditions in partnership with the ten diverse unions, including our firefighters, deputy sheriffs, doctors, engineers, probation officers, building and construction trades workers. For more than 30 years, we have negotiated a fringe benefits contract including our medical, dental, sick leave, vacation, and retirement benefits, with the CCU in order to get the best benefits for our members. 

After face-to-face meetings with members of the Board of Supervisors, the Coalition ultimately was able to reach an equitable agreement that included a $500 bonus12 additional holiday hours for use or cash out, increases to medical premium contributions each year with an early implementation of the Year 2 increase. This money is in addition to the negotiated salary raises discussed above.  

We will continue to update you as we work on getting a date for ratification of this separate benefits contract at the Board of Supervisors following the vote on our salary contract.

As part of the Local 1014 Executive Board’s effort to make union meetings more accessible for our members, this week, we held a 1014 regional meeting in Calabasas at King Gillette Ranch. We will be hosting more meetings throughout the County all year long to bring the discussion and information to you, our members. 

Thank you to all our members who attended and provided comments and input on issues affecting our wages, hours and working conditions. We had robust discussions on contract negotiations wrap up, retro pay and ongoing issues like staffing, 48/96 scheduling, resources and equipment.

CCU Reaches Tentative Agreement of Fringe Benefit Contract

After more than a year of bargaining, the Coalition of County Unions (CCU) has reached a Tentative Agreement (TA) with the County of Los Angeles on a successor Fringe Benefit Memorandum of Understanding (MOU). This round of negotiations was particularly challenging because of the County’s mandate to lessen liability associated with the Flores v. City of San Gabriel, (9th Cir. 2016) case, specifically by reducing the cash back members received from the Choices Plan.

The CCU steadfastly refused to accept the County’s inequitable offer of a $500 bonus when most SEIU Local 721 members – and all non-represented employees – had received a $1,000 bonus. After face-to-face meetings with members of the Board of Supervisors, the Coalition ultimately was able to reach an equitable agreement that included a $500 bonusa full paid holiday (8 hours) and an early implementation of the 2nd year increase to health contributions! 

Changes to the Choices Plan

7/1/19                    +1.5% increase to Choices Contribution

11/1/19                  +2.0% increase to Choices Contribution

1/1/20                    $325 cap on cash-in-lieu takehome pay

1/1/21                    +2.5% increase to Choices Contribution

1/1/21                    $244 cap on cash-in-lieu take-home pay

Sustainability Bonus & Step

Within 60 days       $500 one-time bonus

of Board approval  12 hours of leave (holiday time, for 56-hr employees/8hr for 40hr employees)

(Note: $500 one-time bonus and 12-hour holiday to be credited within 60 days of contract approval; CIR members will receive an extra 8 hours added to their 192 Post Graduate Time Off for a total of 200 hours.)

1/1/20                    +1% “Sustainability Bonus” 

1/1/21                    +2.75% “Sustainability ½ Step”

(Note: To be awarded only to top step employees who have completed 12 or more months in that final step of the salary range. Each bargaining unit has unique requirements, e.g. ALADS top step is defined as steps 6 or 7 for one year prior to 1/1/21.)

Additionally, the labor-management Employee Benefits Advisory Committee (EBAC) will collaboratively explore solutions to the anticipated gap between the negotiated Choices contribution and the cost of employee benefits.

Each year Firefighters across the nation take to the streets, including Firefighters from the Los Angeles County Fire Department, for the Muscular Dystrophy Association’s (MDA) “Fill the Boot” events across the country to help kids and adults with muscular dystrophy live longer and grow stronger. 

On May 22-24, 2019, Los Angeles County Fire and Local 1014 will be engaging in a countywide Fill the Boot campaign. We will begin asking our members to volunteer their time to walk the streets and ask the residents of Los Angeles County to “Fill the Boot.”

Brothers and Sisters, 

As you may know, the Los Angeles County Auditor-Controller recently released a report on several aspects of the Los Angeles County Fire Department, including overtime. There are several problems with evaluation of our personnel deployment and overtime usage. At its core the report does not take into account critically important principles that govern the fire service like constant staffing and the distinction between recalls and voluntary overtime shifts. 

While we do not agree with the recommendations in the report or with the methodology used to assess overtime, the report does highlight what we already know, the Department needs to hire personnel more consistently and fix internal issues including the disconnect between management and the field. We are remaining vigilant about the content of this report and ensuring that the Department, our elected officials, the Board of Supervisors and the public are educated about the realities of the fire service and how best to protect our members safety and quality of life moving forward. Please know that all aspects of our members’ working conditions are protected by our MOU. 

CPF Fire Wire 

This month, California Professional Firefighters launched a new monthly podcast – CPF Fire Wire. In an effort to further connect with members, the podcast will spotlight California firefighters, their union and their communities.The podcast will be available the first Wednesday of every month.

Contract  

This week we continued to do battle with the County regarding language for the approved contract. We had an excellent meeting on Thursday and hope to have a resolution soon. We appreciate your patience as we work to ensure that we not only receive the raises we agreed on but that we protect your future and your family’s future by ensuring things that should be pensionable are identified as such in the language.
