Brothers and Sisters,   

This week, Fringe Benefits Bargaining continued with all unions in the Coalition of County Unions (CCU) sitting at the table as we seek increases to medical, dental, and vision premiums to keep our earned money in our pockets.  President Gillotte is Co-Chair along with Association for Los Angeles Deputy Sheriffs (ALADS) Executive Director Derek Hsieh and joined by Vice Presidents Kobler and Carcioppolo, and other Union leaders from AFSCME, ADDA, PPOA, CAPE, CWA, CIR, LACOLA, Building Trades Council, Operating Engineers, Teamsters, and Physicians and Dentists as we work through issues in our Fringe Benefits MOU.

We must work to increase the amount of premium contribution in each contract to counter medical inflation.  This is a heavy task and the most costly employer cost for all County employees. These increases we negotiate each contract do not come easy and require analysis of medical cost with providers, negotiations with those providers to keep premiums in check, and cost analysis for all we propose in the hundreds of billions of dollars.  As expected, the County has struck a harsh “out of money” tone early. The CCU has engaged them not only on values for employees but also on the ability to pay issue and has pointed out with top experts in the financial analysis fields there is money; it’s just a matter of how to prioritize it.  In addition, we are dealing with vacation and holiday accrual issues, bilingual pay, and other issues that affect the whole workforce.  

Our salary table will continue on Thursday, 2/27/2025, where we are due to receive the first County and Fire Chief Counter Proposal to our robust initial proposal, which highlighted a big COLA each year to start, and special unit bonus issues, staffing issues, wellness fitness issues, bilingual pay issues, and increasing paramedic service opportunities Post PEPRA Plan C Ventura Issues, Retiree Health Contributions, and more.   While we cannot discuss the details of all we bargain for at the table, we can put forward the broad categories we are addressing.  Stay tuned as we continue to fight to secure a fair contract. 
CALIFORNIA PROFESSIONAL FIREFIGHTERS (CPF) 

Our State Union with the strength and power of all Fire Unions in California got right back into political action following the fires with endorsement interviews in two special elections.  Assembly and Senate races are critical to our vote count for state legislation, budget items affecting our District and more.  We joined Fire Unions in the South to interview candidates in the two races, moved to consensus, and endorsed Tony Strickland (R), a Republican nominee out of Huntington Beach City Council and a previous assembly member of ours for Senate District (SD) 36.  Additionally, we endorsed Stan Ellis (R), another Republican from the Bakersfield, Tulare, Visalia, and Kern area in Assembly District (AD) 32.  

Both candidates work well across the aisle with Democrats and also align and support our firefighter issues, including Defined Benefit Pensions, Healthcare, and Health and Safety Issues.  We work with those who support our issues, and we also cross the aisle to court support and we also help our elected officials who support us with their issues in the Capital.  We look forward to a successful campaign and two more “firefighter votes” heading to Sacramento to work with us on laws and budget items in the upcoming legislative cycle.  

CPF LEGISLATIVE CONFERENCE SET FOR MAY 12-14 

Fire Union Leaders from throughout California will descend onto the State Capital to meet with our Assembly and Senate leaders and the Governor, Insurance Commissioner, Lt. Governor, and Secretary of State to lobby our Firefighter Issues and earn support for the Firefighter bills. This is the arena for things like our Cancer Presumption Laws, Behavioral Health and PEER Support Laws, Health and Safety Laws, Pension Laws, and more are crafted, amended, and worked through to finish on behalf of our profession.  

We also work to address Emergency Medical Services Commission (EMSA) issues and budget issues affecting Cal Fire and Contract County municipalities.  As an example, we successfully lobbied to leave our funding in place and work to ensure our inmate camps stay in place following the fires, and we have an agreement.

This year, we will be hosting a special FIRE OPS 101 with Sacramento Firefighters putting the elected leaders through the EMS and FIRE Paces in full gear.  We work with 3-person and 4-person crews in different configurations so they can feel the heat and the staffing impact on all we do.  This is incredibly helpful in generating heartfelt support for our issues.  We’ll keep you posted on our work and send some pictures of your elected leaders taking a stab at our work.  

This year's conference will address the ‘37 Act and PEPRA reform issues for our members as we try to secure the single highest year and age of 55 for retirement.  We will also be seeking additional funding for our paid crews, aircraft and Contract Counties SRA area coverage.  The fires highlighted the need, but did not alter the budget outlook as we work to get support.  This will not be easy, but as always, we work to ensure that we are a priority for state budget items.  

EMSA UPDATE 

CPF, along with Local 1014 EMSA Committee Members, continue to work to have input and help guide our state EMS issues. We have established an EMS Policy Advisory Committee (EPAC), and CPF and Cal Chiefs, our State Chiefs organization, have representatives. 

EPAC meets to discuss and recommend draft regulations on key issues regarding EMS. Alameda County Firefighters Local 55 President Sean Burrows and CPF EMS Health and Safety Director Kevin Greene serve as CPF reps.  Sean and Kevin are not only long-time friends of LA County Local 1014 but also remain in contact with Chris Reade and our Board on issues pertaining to LA County.  EMSA stakeholders who might not necessarily align with Public Fire Based EMS Systems are constantly challenging our service areas and trying to take our work, take our jobs.  The private EMS agencies are pushing back on “Pre-Rule Making” issues in law as we work to secure there drafts from the committee, and we have the best legal representation also to fight this opposition to the work, which ultimately is a collaboration of EMS Stakeholders for state rules and regulations affecting our EMT and PM licenses.  

Our priorities center on public, not-for-profit, patient care principles, protection our “201” rights to provide such service, and not allowing private Fire or EMS agencies to provide service in place of public fire agencies who have provided the service under state law, and to keep fire agency autonomy with Fire Chiefs and Unions not appointed and or elected Fire Commissions having anything other than an advisory role in operations.  Alternative transport destinations, EMS licensure, and disciplinary issues, APU, and Community Paramedicine, are all topics in play as well.  

We’ll keep you posted on the upcoming regulatory and draft policy work as it takes shape over the next few months to coincide with our Legislative Session.

The Los Angeles Kings, in partnership with the National Hockey League (NHL) today announced the participant and appearance list for Skate For LA Strong, “A Celebration to Support the Fire Recovery Efforts in Los Angeles.” Taking place at Crypto.com Arena on Sunday, Feb. 23 at 3 p.m. (PT), the event will be highlighted by a hockey exhibition featuring celebrities, NHL alumni and local first responders, as well as special musical performances to be announced at a later date. Headlining the attendees and serving in various roles, including honorary coaches and broadcasters, will be entertainment icons Danny Devito, Will Ferrell, and Vince Vaughn. The event will also serve as a fundraising effort to benefit the LA Fire Relief Fund.
