In this edition please take a look at the NFORS story and know that we are one of the ten Unions and Departments who will be participating in the data collection study and software analysis. Data is something we all hate to collect and certainly no one likes to enter it into the systems we have now. This may be an opportunity to not only collect the data we need for staffing and budget items, but also to study the links between staffing levels and station locations and call outcomes.
While we will be pressing hard on the Department on a variety of issues as you have seen and will continue to see, credit where credit is due always, and thank you to the Fire Chief and the Department for embracing this NFORS National IAFF/IAFC project and we have hopes that with the new EPCR, CAD Dispatch and NFORS linked to NFIRS we can one day see a simple and effective data entry and collection system that will take some of the administrative load off our front line folks.

As you celebrate St. Patrick's Day take a moment to prepare and protect lives and your job. If you are going to drink alcohol, remember line up a Designated Driver, get a cab, or get a room. Local 1014 pays our respects and
sends our thoughts and prayers
Today, funeral services were held for Camp 13 Inmate Crewmember Shawna Lynn Jones. Shawna Lynn Jones, just 22 years old, from Lancaster was working as an inmate crewmember out of Camp 13 battling a small brush fire in Malibu on February 25 when she was struck by a boulder that rolled off a 100 foot cliff and struck her on the head.
She was serving alongside other crewmembers including our Camp 13 personnel who also had to work to try and save her life, culminating with an air lift from our Air Squad to UCLA Medical Center where she was pronounced dead. She donated her organs to others and she was serving a low level offense sentence while trying to better herself in our camp service, a very important component of our program in addition to serving sentence.
We mourn her loss and send our thoughts and prayers to all who have been affected by this unfortunate tragedy that highlights the dangers of our job and the great efforts of our Local 1014 Members in not only while we serve but without reservation how we do our jobs to save all and pay our respects to all.
Inmates in our programs go through rigorous training and physical conditioning and serve their sentences while giving back to our communities in some way. Jones is the third woman inmate alongside two men inmates who have lost their lives on the fire lines. Let us pause and pay our respects, and remember how dangerous our jobs really are and hats off to all the Camp 13 Crews and the Paramedics and the Air Squads and men and women who got it done that day even in the face of one not returning. Today, March 11th the world watched as the former First Lady, Nancy Reagan, was laid to rest next to her beloved husband, President Ronald Reagan.
Mrs. Reagan passed away earlier this week at the age of 94.
During her husband's time as President of the United States, Mrs. Reagan stood by her husband as the constant wife and First Lady. She was there with him through thick and thin.
As the First Lady she was known throughout the world for many things but her biggest accomplishment was her "Just say NO!" campaign.
Their relationship withstood the test of times and their love flourished until President Reagan's death in 2004.

Inglewood Fire Station 172 re-opened for business on March 1, 2016 at 0800 - bringing the LA County Local 1014 team back into the community to serve the folks we have come to know and love like our own.
Our crews proudly moved back into 172’s, removed the closed sign and brought the life safety, fire, and paramedic services back into alignment. This will provide better service to all the residents of Inglewood, along with better safety for our members as we get out there and do our jobs.
I would like to extend special thanks to the entire Executive Board of Local 1014. The next time you see them, tell them thank-you for the long hours spent on this project. Another thank-you to the Membership for your tireless effort, hitting the streets and engaging in numerous community meetings and events, which propelled us to where we are today.
Additionally, we thank Fire Chief Osby for putting together an expert team of extremely driven individuals to help accomplish this task. Battalion Chief Jim Robinson and Heidi Olivas and their staff worked with Director Lew Currier to pull off yet another SAFER ACT Grant award, infusing this engine with two years of funding. Lorraine Buck and the staff of Planning put the numbers together and crunched cost shares, carry overs, assumptions, caps and more. I know this because I spent many hours in the small offices of Planning preparing to work with the Mayor, and without the preparation we could not have achieved our goal. We all thank you, for a job well done! It was a wonderful example of true teamwork and collaboration in the trenches.
This has been a difficult fight, but once again, political action combined with establishing relationships with elected officials and with our communities pays off. This re-opening did not happen by accident, and without our direct involvement it may have never happened at all. Fire Station 172 became an unfortunate pawn in the economic downturn, and within the political landscape affecting elections in Inglewood. We must work diligently to avoid both of these aspects, which remain realities at this time.
With the Executive Board leading the charge, the membership of Local 1014 put in countless hours and a good deal of financial support to help elect this City Council. They care not only about their community, but about their firefighters, paramedics and fire personnel, along with every other public sector worker in town and the businesses that help drive the economy of the city.
We maintain a special relationship with Inglewood Mayor Jim Butts and with the City Council, especially Council member Alex Padilla, from District 2 where Fire Station 172 is located, and with District 3 Council member Eloy Morales Jr. Council members, George Dotson and Ralph Franklin also came to realize the extent of our value to the city. I recently spent quite a bit of time with Mayor Butts, who happens to be a former Police Officer and Swat Team Leader with a Bachelor’s degree from Cal State LA and an MBA from Cal Poly Pomona, and I can tell you he drives a hard bargain for his city, as he should. However, when treated like our customer, given some direction and targeted discussion on the numbers and the critical needs of the city, the Mayor is a partner to us. In my view that will enable long term progress for all issues affecting the City of Inglewood. The Mayor worked tirelessly to bring back two financial engines to the City of Inglewood and I am proud to say we have part ne red on the projects heavily. For example, The Madison Square Garden owned Forum is rockin’ the streets of Inglewood to warm up for the Los Angeles Rams’ return to a new stadium, along with a business and entertainment complex that will truly be the envy of the world.
We must express our gratitude to our Labor partners from the LA County Federation of Labor, who will build and staff the venue with Union workers, providing jobs with good pay and benefits. Finally, without the Rams’ owner Stan Kroenke, we would not be getting the team and 172’s would not be opening back up. He provided necessary funding to the project after Local 1014 met with him and his team personally to garner his support. We look forward to a long standing and fruitful relationship with the Rams organization as we move into the future.

Thank you Brothers and Sisters for making the Calabasas Regional General Membership Meeting on Tuesday February 9, 2016 a great success. Calabasas saw record temperatures and traffic, but the membership braved it all and we had a packed room. We are extremely appreciative of all who made the trek to participate. The meeting was very rich; we discussed many issues, listened to guest speakers and tore up a few Jersey Mike's Subs as we worked for a few hours to tackle the business. A Union that is educated, informed and involved is a much stronger Union.
Now that we are "in contract" for both salary and benefits with our CCU Fringe Package, we can now get back to regularly scheduled Regional Membership Meetings. Local 1014 is working to have quarterly regional membership meetings at different locations throughout the County. We will keep you informed of future dates and locations. Additionally, take the second Tuesday of any Month and come on down to Local 1014 to help with the business of the Union and get caught up on the issues. We discussed many subjects and presented a large amount of information during the Regional Meeting. Those specific subjects will be sent out in other bulletins and communications. Below are a couple of subject’s which merit follow up:
OVERPAYMENT LETTERS AND EMAILS FROM THE AUDITOR CONTROLLER:
The overpayment and underpayment of salary as a result of the Payroll debacle from the Auditor Controller in processing our raises is a serious ongoing subject we are addressing. There was also an overpayment issue in the Camps that has been ongoing (over 2 years for resolution) as well. We have pressed on the Chief and the County to fix this very serious problem, which has created a lack of confidence and faith in our payroll to properly calculate and accurately pay our members. We are actively participating in the recently established Payroll Task Force, with 2nd Vice President Dave Morse and Director's Andy Doyle and Mike Jones appointed for Labor. We will be holding our position and filing administrative charges and possibly a lawsuit. We will continue to pressure and leverage the actions of the Department to move in the right direction to our satisfaction.
As most everyone knows through communications from 1014 and the Department there was an overpayment issue with the retroactive salary increase to members of 601 & 602. It appears this was specifically the “fire series” members. The department contacted the Auditor Controller immediately to get an explanation on what happened, how it was going to be fixed and going forward what is the fix to keep this from happening again.
The Union worked closely with management in Payroll to resolve the issue in the least impactful way to our members. If you were one of the 852 people who were over paid you would have received an email from the department to your County email address informing you that you were overpaid between X dollars and X dollars. If you were overpaid more than $1000 you received a phone call.
You were given three options; 1) pay the complete amount back (have it deducted, pre tax) on the December 30th paycheck, 2) deal with it after January 2016 with a full accounting of how they came up with the figures or 3) no response which put it to after January 2016 for a complete accounting.
The Auditor Controller is trying to catch up with their issues. Within the next few months for those who chose option 2 or 3 the Auditor Controller will be contacting you by U.S. Mail with an accounting of what happened. Prior to you getting this letter the Union will work with the Payroll management to make sure what they are putting out is not only concise, but also easy to read and correct.
Our members in the Camps were notified sometime ago that there was an overpayment to many of them. Local 1014 has been working with the Department to not only understand what happened but to make sure they are correct and to find a solution to make sure this does not happen again.
During this last summer when most of our Camps personnel were in Northern California fighting fires the Auditor Controller had our payroll notify those camps personnel (93 +/- members) of the final accounting of their overpayment with a complete breakdown of the overpayment. Local 1014 was contacted by many members and it was requested we ask for an extension until after January 2016. Recently payroll sent out the letters once again and has asked for a response by February 12th, 2016.
You have many options. You can choose not to pay and have them take you to court to get the money from you, you can chose one of the options they have offered for a withdrawal of pre-tax dollars OR you can call the number on the letter and explain that you would like to look and a different payment plan. As always if you have any issues please let us know.
Obviously there is more work to do from the Task Force and we expect a better quality payroll system going forward from this County and our Department to pay our members correctly and timely.
EA-45: HIRING OR ASSIGNING RELATIVES/PERSONAL RELATIONS POLICY:
Recently the Department sent out the first ever “Anti-Nepotism” policy for the Fire Department. While we don't like this policy as written, and we understand the concept of "There shall be no unfair advantage in testing and promoting based on family relationships", we believe strongly in the concept of "There shall be no UNFAIR DISADVANTAGE in testing and promoting based on family relationships". While there is a great body of case law both federal and state that empower and define anti-nepotism policies and procedures, we feel this policy does not hit the mark to prevent clear and convincing family advantage potential situations, but rather is a reaction to the LA Times driven actions of the Department to address a non related issue that is political in nature. We will be examining the language with our Legal Counsel and determining any potential course of action in response to the policy. This policy on the first draft was presented to the Union on a meet and consult basis and we gave our input. The policy was renamed and re-written with the input of all Unions represented in the fire department, not just 1014.
What should you do now? "Work wow, grieve later" is the sound advice as always. So we recommend you follow the orders and instructions to fill out the sheet and to the best of your ability disclose what is asked for. We believe the language as written to cover "personal relationships" without clearly defining this could actually apply to each and every one of us with respect to each other.
During our meet and consult we recommended the department print up 3000 rosters of personnel because we are all brothers and sisters and we see our fire families more, especially lately, than we do our own families. Some of your Executive Board will fill it out and list and attach the entire membership roster defining our personal relationship with all of you.
We understand the basic premise as the laws provide to prevent unfair advantage or disadvantage. We believe there are much better ways to ensure against this while not infringing on our ability to work together in familial and personal relationship status.

Admiral Olson was the first Navy SEAL to be appointed to 3 and 4 Star flag rank, as well as the first naval officer to be USSOCOM's combatant commander. As graduate of the United States Naval Academy, Admiral Olson participated in several conflicts and contingency operations, and has served as a SEAL instructor, strategy and tactics development officer and joint special operations staff officer. His overseas assignments include service as a United Nations military observer in Israel and Egypt, and as Navy Programs officer in Tunisia. Admiral Olson was in charge of all Navy SEAL's during Desert Storm and in 1993. He participated in the Battle of Mogadishu, where he was later awarded the Silver Star for his actions in combat.

Sunday is the day. The entire professional football season comes down to this one game. This year in Super Bowl 50 two teams will face off for the right to be crowned World Champions. The Carolina Panthers and the Denver Broncos will begin their battle at 1530. Los Angeles County Fire Fighters Local 1014 "Brothers and Sisters" will be getting ready to BBQ, Tailgate, and cheer for their favorite teams in the sporting war of wars. The Super Bowl is one of the biggest sporting events on the planet. The history of the game brings back great memories for most.
Your Local 1014 Executive Board would like to take a moment to remind our members to take time to prepare before you celebrate if you are going to drink or serve alcohol. Have a plan. Take caution in your decisions this weekend.

A quick update on a few important issues our Union is working on heading into February 2016….
We ratified our final Contract for Bargaining Unit Members 603 and 604 encompassing our Local 1014 Family of Dispatchers, Fire Prevention Engineering Personnel, Forestry Technicians, and Health Haz-Mat Specialists. These members are the supporting cast for our 601 and 602 members in keeping the County safe and we thank them for their work and are proud to have negotiated another very lucrative contract with additional bonus programs in place as well. The ballots were returned with good turnout and an 87% yes vote to ratify. This now will be ratified by the BOS and implemented with retro-activity asap.
With that accomplished Local 1014 members are now all safely in 3 year salary contracts and fringe contract. This is very important as we move forward and the County faces a few more challenges as we climb out of the financial hole we have been in. The forecast looks good moving forward, but as always don’t count on anything until it is here, but we are cautiously optimistic about the upward trend in our revenues vs. expenditures.
Now the sad truth about our raises… We have to contend with our Department Human Resources section, Payroll and the Auditor Controller to actually finish getting our raises with the bonus’ and premium time adjustments for all of our specialties and work downs, 40 hour pay and more. Clearly the Department and the County has let not only us, but all County brothers and sisters, including our Chief Officers, down in this most important area of responsibility. It is one of the most important and fundamental job duties and responsibilities of our Human Resources Section and ultimately under the control and accountability of the Fire Chief and his two Chief Deputies in Operations and Business Operations to ensure that we get paid correctly and on time, and they have failed to meet the mark. It is incumbent on the department to ensure and even DEMAND the Auditor Controller service our Department and employees with a high level of quality work when it comes to salary and benefit administration.
We have seen overpayments, underpayments, no bonus pay in certain instances and not just on rare occasion, but fairly regularly. The Fire Chief has responded to our demand to correct this situation not only in the instant matters but also as a whole to correct problems that have been systemic since we switched over to e-caps for payroll. We obviously still use IPFIRS to enter our time, and clearly the twice monthly shut down of the system to hand calculate the eccentricities of our pay to then enter into e-caps, is not working. The Fire Chief blasted the Auditor Controller and demanded a “PAYROLL TASK FORCE” be established comprised of Labor, Department and County Representatives to identify what the problems are and make sound recommendations to correct the problems. Local 1014 has 2nd Vice President Dave Morse and Directors Andy Doyle and Mike Jones assigned to the Task Force and they are meeting at a minimum weekly to get to the work at hand. We will keep you updated as the work occurs, and we are hopeful that this will lead to a payroll system that will work well and a timecard we can easily read and understand to ensure we are paid correctly. In the meantime, if you have any payroll or timecard issues please contact the Union Hall and we can assist in resolving your item.
While we are appreciative of the Fire Chief moving this item in collaboration and with sufficient weight of the Department Head to get solutions and corrections that are so needed, it is too late in the game for us all to operate on trust and with any level of confidence in the Department Human Resources and Operations Staff to get it done timely and correctly, so Local 1014 is moving forward with a series of Grievance General In Characters and possible legal action to hold the Fire Chief, the County, the Auditor Controller, and Human Resources accountable for correct payment of salary and benefits to our members. We will move forward with these actions simultaneously with our efforts on the “Payroll Task Force”. It is too bad it has to be this way, and while we stand committed to working with the Department and County, it will be with accompanying leverage of legal and administrative actions.
Along the same lines, the Human Resources Section is also responsible for the entry level testing to hire new recruits and also to predict the need for paramedic school attendees and promotions based on retirements and vacancies. It is clear that the civilian personnel in Human Resources have no idea what those needs are and when we need them. The entry level testing we recently experienced was a complete failure and embarrassment to our great Department. We are getting by with the process but with a low bar on quality of process and timeliness of process with log jams occurring with entry level physicals and other such pre-academy needs. We barely had enough personnel cleared and ready for the January 25, 2015 class. Human Resources blames the County and the problems with the resources for physicals and background and so forth, but ultimately it is THEIR RESPONSIBILITY under the direction of the Fire Chief and the Chief Deputies to prepare, recommend and ensure and even demand the resources are ready and can process our candidates so we can hire and train and be ready to address staffing needs for not only recruits, but paramedics and promotional positions to do our jobs.
Perhaps one day the civilian work force in Human Resources will not consider the safety personnel as the enemy and rather view them as the people who put their lives on the line each shift to protect the public and save lives. Perhaps the sworn Chief Officers at executive level will demand the Human Resources personnel be educated, trained and philosophically aligned with the needs of those of us who do the work where the rubber meets the road. For now, the Union will work to not only identify these needs, but also hold accountable the work of this section moving forward with entry level testing, promotional testing and layered recruitment and retention efforts as well. There has been a complete failure on behalf of the Human Resources Section to be proactive, progressive and data backed in their efforts to recruit and retain minority and women candidates and in all areas of hiring, a solid basis for quality of candidate in our latest processes. We will also be addressing these issues without fear and in a way where we can all be proud of our recruiting efforts, our entry level testing and promotional testing efforts. We have great training and education and professional resources within the California Fire Fighter Joint Apprentice Committee (JAC) to address all of the entry level testing and recruiting issues we must address. The Human Resources Section didn’t even know what JAC was when asked, nor are they even remotely connected to state of the art data backed progressive testing and recruiting processes. We deserve better from our Department in this most important work to ensure the best and most qualified candidates complete with diversity embedded are who we hire. We will be taking this effort direct to not only the Fire Chief, but also the County including the Board of Supervisors as we move forward. We can no longer wait for the Human Resources Section and the executives overseeing this to get it right. Stay tuned and we will keep you informed as we make recommendations to the Board of Supervisor and the Fire Chief to make our system a premium system we can all be proud of.
Finally, a little bit about training and equipment. The Union just got back from the IAFF Affiliate Leadership Training Symposium (ALTS) where we took part in Leadership Training that involved many operations issues and equipment issues. We are quite proud of our Training Services Section and an number of our members who instruct in Fire Ground Survival Training and other areas of operations. A live stream of “Surviving the Fire Ground” was broadcast and many of you tuned in live. Recently President Gillotte and Chief Osby met with the Auditor-Controller (A-C) to voice their frustration and displeasure with the handling of our pay and demanded something be done to take corrective actions.
The e-HR system, managed by the (A-C), has had difficulties in supporting the unique schedules and bonuses of many of our employees. This has resulted in numerous payroll errors.
A Task Force made up of representatives from the A-C, LACFD Business Operations, 1014, LACOLA (Lifeguards), and the Fire Department’s Association of Chiefs (AOC) has been implemented to work towards resolving the on-going payroll issues. The Task Force will continue to meet on a regular weekly basis to develop a short-term plan that will identify payroll solutions that can be immediately implemented; enhancements to exception reports that will highlight payroll discrepancies prior to payroll processing; and modifications to the paystub to improve clarity. The Task Force will also collaborate on long-term goals that encompass strategic modifications to the e-HR system specific to the LACFD and development of innovative strategies that will integrate with e-HR.
As always if you have payroll issues please let us know so we can assist to get them resolved as well as bring those issues forward to the Task Force to resolve them permanently.

On January 6, 2016 ballots were sent to 156 members of 603/604 bargaining units for a ratification to the terms of their contract.
Those ballots were returned and counted by the elections company and the following are the results:

We will now notify the CEO's office that we have reached an affirmative ratification vote and the CEO will then prepare a report for the Board of Supervisors meeting so they too can approve the contract.
Direction will then be given to the Auditor-Controller to implement the new contract with the cost of living increases being effective December 1, 2015.

Camps Overpayment
Last summer our camps personnel were notified by mail from payroll of an overpayment error. 1014 demanded that there be a full accounting of what happened, why it happened and what will be done going forward to keep it from happening. We randomly looked at the accounting of the overpayments for some of the 93 members, both active and retired.
Payroll is now moving forward with sending out letters to those affected members informing them of their options as well as an accounting of the complete overpayments.
