Dear Members,

On behalf of Local 1014 and the families served by the Muscular Dystrophy Association (MDA), we would like to thank you for your support of our 15th Annual Los Angeles County Local 1014 Fill the Boot to be held on Wednesday June 28th (B), Thursday June 29th (C) and Friday June 30th (A), 2017. Because of you, Los Angeles County Firefighters have raised nearly $3,500,000 in the last fourteen years. These donations have been used to provide health care and support services to the families served by MDA.

With our participation in events like Fill the Boot, MDA will continue to fund comprehensive healthcare clinics at renowned facilities like Children’s Hospital Los Angeles and UCLA.  In addition, MDA will fund lifesaving research at USC and Cedars Sinai. Last but not least, your support sends children with neuromuscular disease to MDA summer camp. Each and every one of your efforts will not go unnoticed. As the IAFF’s charity of choice for over 60 years, you are a part of the tradition and commitment to the families who live with muscle disease. Your character and dedication to help those in need is what our profession is about.

This year our Credit Union, F&A, in a show of gratitude for the efforts we put in year after year for such an important cause, will present a small token to last year's top ten intersections over the three day period. The MDA staff will present to the Captain and crew at those intersections as a thank you for a job well done.

With the Fire Chief and his Executive Staff’s full support, we need all hands on deck to get our total over $300,000. As in previous years, MDA staff has been conducting station presentations to recruit off-duty site coordinators. There will be one MDA staff or volunteer at each Battalion. We need active firefighter volunteers to give us four hours off-duty so that we can continue to make a difference for our MDA family.

Once again, we would like to thank you in advance for your full participation in our Fill the Boot to help kids and adults live longer and grow stronger.  Each year, we participate in many events for the department. Los Angeles County Fire Fighters Local 1014 is proud to Fill the Boot for MDA. This is OUR event and one that is very important to Local 1014 and Firefighters across the county as well as those that the Fill the Boot  campaign helps. Let’s work together with MDA staff to make sure it’s a safe and successful event.

HAVE A GREAT MEMORIAL DAY

As we celebrate today, we must take time to remember those who have sacrificed so much to protect our way of life as Americans. Please join the entire Local 1014 Executive Board as we pause this Memorial Day to reflect and remember all of the military personnel who have served or are serving our great Country. In all branches of service, Americans have proudly sacrificed so much to make America the greatest Country in the world.  It is important to remember those who have given their all so that we may prosper and have the freedoms we enjoy.

These individuals come from all walks of life. As we set out to enjoy today, take time to watch the tributes. Look at a waving American Flag as you roll down the road. Don't let the sacrifices that are represented pass through you easily.  Let the history of this Country and the memories of those who have served and given their all cause you to slow down and deeply reflect and pay your respects, pay our respects.

We would also like to once again take a moment to remind our membership to Drink Responsibly this holiday.  Limit your drinking! If you make a mistake and have too much to drink, think you might have impairment from drinking, or if you know you will be having a few and be over the limit, DON'T DRIVE. Get a room. Get a cab. Get a driver.

Please also make the effort to put away the phone, food and any other distractions that impair your driving. Keep you and your family safe and sound. Thank you to all members who will be on the line during this holiday protecting and serving our citizens in Los Angeles County.

Captain and Battalion Chief AP appeals update

This is an update to the membership to try and get all the candidates who have appealed the Captain and Battalion Chief Appraisal of Promotability (AP) portion of the last promotional exam the latest information.  For the last 2 weeks, Local 1014 and members of the Executive Staff, as well as Denise Soto from the Exam Unit have been meeting to discuss the appeal packets.  There have been many, many rumors out there in relation to why the process has been so late in coming.  Local 1014 can tell you that contrary to the rumors, Local 1014 had NO PART in the delaying of the process.  Yes, we are very aware that promotions have continued during this process.  Local 1014 has even gone so far as to politely request to the Executive Staff a temporary postponement to the last round of promotions so that candidates who’s appeals have already been resolved can rightfully be vetted out by DHR and put in the promotable band.  This request, obviously, was not granted and as you already know, promotions went out.

So here is the latest information.  Candidates who appealed SECTION 1, 2, OR 3 ONLY have been completed and you should be getting a notification in the very near future.  If your appeal was granted, it will have your new, updated score and what Band you will be placed into.  If your appeal was not granted, you will also receive notification stating there will be no Band change.

For those Appellant’s who appealed SECTION 4 (or any combination that included Section 4) your appeals are still be worked on.  Understand, there were over 50 appeals in this process (just for Captain) and each appeal takes a substantial amount of time to go through.  It is going to take many days and weeks to go through the more than 50 appeals that we have.  Also, this is the FIRST TIME EVER that the Department has let the Appellant sit in with the reviewer and Local 1014 to discuss their appeal.  Again, this is the FIRST TIME ever that this has been done.  Trying to coordinate schedules with all the Assistant Chiefs, Local 1014, the Exam Unit, and the Appellants is not easy and that is one reason why this process is taking so long.

So to reiterate, you (the Appellant) have the right to sit in on your own appeal.  If you want to sit across from the person who graded your AP, you can.  There is no reason to call your 1014 representative and ask if that is OK.  You now have the right to do so.

Now also understand that while the appeal process is moving forward (both for the Captain and BC appeals) that many of us sit on other committees, such as EMS, Staffing, Bids and Transfers, etc. and while we try very hard to block out time to get everything done, sometimes we need to be flexible with everybody’s schedule.  I realize as an Appellant that is difficult, but understand, we want to give each and every Appellant his or her due diligence.

We often use these words to speak about our BROTHERS and SISTERS who have fallen in the line of duty.

I am asking OUR membership to do more than just speak these words on this Saturday, May 20, 2017.

I am asking for the membership, as a FAMILY, to show support for the memories of our fallen, and for the families of the fallen who will join us at the Los Angeles County Fire Department Memorial Ceremony.

At 10 am this Saturday there will be two new names of our fallen 1014 brothers added to the wall of honor across from the P. Michael Freeman building (Command and Control).

The names of Hector Magallanes and Gino “Rick” Zeni will be added to the memorial wall. These are two brothers who were taken to early from us and their familes.

PLEASE take time to come up and HONOR our fallen.

CAPTAINS I ask you to put this on your station clipboards where the programs for these memorial services no doubt are close by.  At line-up review this and EA-191 and get commitments from your crews AND yourselves to attend the solemn ceremony Saturday.

CHIEFS I ask for your commitment to attend as well.

If you are not working on Saturday May 20th then the only place you belong is standing shoulder to shoulder with your brothers and sisters who make up the great membership of Local 1014.  We need to be there to help the families of our fallen to stand strong and show that those words you read earlier continue to ring in your ears.  You need to be there to show respect to all those names on the wall.  To many names!

"WE SHALL NEVER FORGET" – let that apply to this Saturday May 20th also.  Be there and show your support to the families of our fallen, the memories of our brothers and sisters as we always told them we would.

This holiday weekend started with Good Friday through Easter Sunday. Many of our members will be taking time to reflect and remember sacrifice and give pause for all that we have and why.  There will be everything from solemn services to Easter Egg Hunts, BBQ's and Family time.  Some of us will be at the Stations taking care of others all weekend.

Local 1014 would like to ask all of our members to take a moment this weekend, faithful or not, to reflect and consider how fortunate we are to be American and to be the part of the workforce that makes up the LA County Fire Fighters.  We work hard to be a premier team of Professional Fire Fighters, Paramedics, Forestry, Dispatchers, Heavy Equipment, Pilots, Health Haz-Matters, FSA, Fire Prevention and Fire Personnel in the business and we should be humble and proud of our work and all those who serve.

We also ask that you mark your calendars for May 20th, 2017, and plan to be at the LA County Fire Fighter's Memorial Ceremony at LAO.  We want every off-duty Local 1014 member to commit to attending this year.  If you are not working, you need to be there.  Join us to pay tribute and to "never forget" our fallen.

As most may know last week a young firefighter from Marietta Georgia Fire Department lost his life in a tragic accident on the boarder of LAC and LAFD. The vehicle he was traveling in was struck by a drunk driver. The other firefighters in the vehicle were treated and transported to the hospital with non-life threatening injuries. Members of Local 1014 worked on this young brother but he had succumed to his injuries.

The days that followed proved that the brotherhood of the fire service is alive and well. Local 1014 members along with members of Local 112, LAPD, LAX and many other fire locals honored this young firefighter by making sure he was transported with honor and dignity from the coroners office to the mortuary then LAX for his trip home. It was an honor and a privileged to pay such a tribute to this firefighter.

Please keep his family, department and members of his community in your thoughts and prayers.

Easter Weekend is a perfect time to reflect, remember, sacrifice and commit to any number of things in our behaviors that make us better people, a better team of folks that serve others and to remember our fallen.  We encourage everyone to celebrate responsibly and make a plan early if you are going to drink alcohol.  Get a ride, get a room, get a driver set up before you roll.  Your job and your life or others depends on it.

Local 1014 will once again host LACERA, Empower and F&A Credit Union advisors for a class at Local 1014.  This is a pre-retirement workshop that will give you all the information you need to know to prepare for retirement.  Things like Ventura Benefits, retirement medical care and steps to take prior to retirement are all covered.

Some of the issues to be covered:

  • Death, Disability and Survivor Benefits Planning.
  • Mid-Career Seminar for those with more than 5 years before retirement.
  • Pre-Retirement Seminar for those with 5 years or less before retirement.
  • Empower (457 Plan) pre-retirement and retirement planning.

Individual counseling and retirement planning by LACERA and Empower after seminar.

  • 0900 to 1430
  • Lunch will be provided. 
  • Class size is limited to 40. Sign-ups will be on a first come-first served basis.
  • Spouse/partners are welcomed and encouraged to attend.

LOCAL 1014 ELECTION EFFORTS MAKE A DIFFERENCE AGAIN!

Tuesday March 7th Local 1014 put a mark on the City Council Races and Initiatives in the County of Los Angeles. Lending our endorsement and support has made the difference in so many contests and issues.

Measure D

While not quite the 2/3rds vote necessary to re-affirm the existing fire tax in Palos Verdes Estates, Local 1014 came very close to making the mark on Measure D. We moved the vote from 47% yes when we started to 60.48%. We battled very low voter turnout in this affluent mostly republican neighborhood. The turnout was a paltry 9% with a little over 2500 people voting. Next steps will include meeting with the Mayor and City Council to help them plan for an initiative in 2018 to fix this issue. Absent a ballot measure to put revenue back for Fire and Paramedic Services, there will be no money in the City Budget for Fire. Obviously this is not a situation that can exist in PVA, and we look forward to a fix, but for now we will ensure no staffing shortages or cuts and use of City reserve funds to pay their contract. We helped elect one the council members also heading forward.

Measure H

The highly published initiative to fund a plan to combat Homelessness in a comprehensive plan addressing mental health, substance abuse, jobs, housing, children’s services, homeless veterans and more in alliance with the City of Los Angeles passed narrowly. A 2/3 vote was needed and Local 1014 with our partners in the Board of Supervisors, namely Mark Ridley Thomas, helped put the vote in at 67.44%! We look forward to the effect it will have on our responses as well as being the right thing in addressing the issue.

Measure CC

Covina voters listened to Local 1014 and supported a reauthorization of a 6% utility user’s fee to fund essential city services including fire and police. While we only needed at majority vote, we garnered 70.22% with a decent voter turnout. The City was extremely appreciative and so were the Police Officers Association. Next steps will be to help the health of the Budget and examine whether PM Positions will be reauthorized in the future. Stay tuned and nice work on this one.

Measure S

LA Federation of Labor and our Labor Partners, in particular the Building Trades, banded together to fight Measure S. S was a blatant attack to undermine our success with Measure JJJ last election providing for Building Projects in Los Angeles City and County by imposing a 2 year moratorium on building in the areas where the projects were taking shape. We defeated Measure S soundly with 68.85% of the vote sending a message to the special interests who tried to get in the way of jobs and revenue for the city.

We also interviewed and gave the sought after Local 1014 Endorsement to select Candidates in Local City Elections. We interviewed many candidates and narrowed our picks down to those who support our issues and are good partners in the cities as well as valid candidates.

We worked hard for candidates in 11 contract cities this cycle to include the following cities:

COVINA
GARDENA
LA MIRADA
MONTEREY PARK
PALOS VERDES ESTATES
SAN DIMAS
SOUTH EL MONTE
SOUTH GATE
WEST HOLLYWOOD

Local 1014 endorsed 22 Candidates in these cities and we were successful in 18 of the 22 endorsements. That is an 82% effective rate of success on our work. We will continue to work hard to ensure the elected officials in our Contract Cities as well as the County are Firefighter Issue friendly and will be partners in good times and bad.

Thank you to all the Brothers and Sisters who came out to help in Palos Verdes Estates and the other Cities we worked in to get this done. Thank you to all members of Local 1014 for your continued support and solidarity that allows us to be powerful political influences in the areas of Los Angeles County we serve. It is critical to keep our funding, staffing, and wages hours and working conditions in place through collective bargaining and political action. Once again we should all be very proud of our hard work and collective efforts.
