Local 1014 members,

On behalf of Local 1014 and the families served by the Muscular Dystrophy Association (MDA), we would like to thank you for your support of our upcoming annual Los Angeles County Local 1014 Fill the Boot to be held on Thursday June 28th (B), Friday June 29th (C) and Saturday June 30th (A), 2018. Because of you, Los Angeles County Firefighters have raised over $3,500,000 since we began the Fill the Boot campaign many years ago. These donations have been used to provide health care and support services to the families served by MDA. In the 64 years the members of the IAFF have raised over $630,000,000

With our participation in events like Fill the Boot, MDA will continue to fund comprehensive healthcare clinics at renowned facilities like Children’s Hospital Los Angeles and UCLA.  In addition, MDA will fund lifesaving research at USC and Cedars Sinai. Last but not least, your support sends children with neuromuscular disease to MDA summer camp. Each and every one of your efforts will not go unnoticed. As the IAFF’s charity of choice for over 60 years, you are a part of the tradition and commitment to the families who live with muscle disease. Your character and dedication to help those in need is what our profession is about.

With the Fire Chief and his Executive Staff’s full support, we need all hands on deck to get our total over $200,000. There will be at least one MDA staff person or volunteer at each Battalion collection site. Supplies have already been delivered to the Battilion HQ stations.

Once again, we would like to thank you in advance for your full participation in our Fill the Boot to help kids and adults live longer and grow stronger.  Each year, we participate in many events for the department. Los Angeles County Fire Fighters Local 1014 is proud to Fill the Boot for MDA. This is OUR event and one that is very important to Local 1014 and Firefighters across the county as well as those that the Fill the Boot  campaign helps. Let’s work together with MDA staff to make sure it’s a safe and successful event.

2018 Negotiations for Units 601 & 602
June 12, 2018

Brothers & Sisters,

Many of you may have heard, the Sheriffs through their labor union ALADS reached a Tentative Agreement (TA) on their contract. We want to congratulate the ALADS for successfully negotiating increases for public safety personnel.  A win for public safety and labor helps us all.

Today, your Local 1014 Executive Board was hard at work once again at the negotiation table with the County working hard for increased benefits and specialty bonuses for our members. We are on pace to have a TA with the County and a contract by July 1, 2018.

Additionally, we continue to bargain through the County Coalition of Union (CCU) for our fringe benefits, we will be continuing these negotiations tomorrow.

Your Local 1014 Executive Board is committed to ensuring that our members receive the wages, benefits and working conditions they need and deserve as we protect the over 10 million residents of Los Angeles County.

June 2018 Primary Election results

Local 1014 endorsed and supported several candidates in the June 6th #CAPrimary #Election this year. As a union, we were effective in helping shape the future of the national, state and local elected offices which have a direct impact on our membership and the professional fire service.

Local 1014 played heavily in the Governor’s race and the Attorney General’s race in addition to several State Assembly and State Senate races.  We backed candidates who have consistently supported Firefighters and Firefighter issues. The Governor and the Attorney General are two influential elected offices which directly affect our pensions, retiree healthcare, workers compensation, and health & safety legislation.  It is critical that we continue to engage in these races to have a strong voice in protecting our wages, benefits and working conditions.

Thank you to all Local 1014 members for your continued support which allows us to have such a powerful impact. We will keep you updated on our political action efforts over the next several months as we work to ensure our endorsed candidates come out on top in the General Election in November.

Your Union (CPF & 1014) voter guide

If you haven’t noticed, its that time again.  Time to do what other counties wish they had the freedom to do...VOTE.  When it comes down to it the important thing about Tuesday June 5th is that you get out and vote.

Using this link http://cpfvoterguide.org/ you will be able to go online and see who your Union is recommending you vote for.

When you get in that ballot box you need to vote for whomever you believe will do the job you are hoping for.  Get out there and vote for that person or persons you believe will do a good job.

When you elected your Executive Board of 1014 you elected us to do many things and one of those is to help get people elected that would work to protect our wages, hours and working conditions.  When we interview candidates for positions from local city council all the way to Governor or Congress that is all we are focused on.  We do not ask questions about daylight savings time, National Parks or anything else that does not affect your wages, hours or working conditions.

We ask, very directly, about your pensions, health and safety, wages and presumption laws to name only a few.  You do not elect us to ask about anything else.

We recommend you vote for those that will do the most for firefighters, nothing more, nothing less.  We ask that you “vote your paycheck”.

As we all know there are some serious attacks both nationally and in our own state that will hurt or possibly destroy public unions.  There are serious efforts to drastically change our pensions.  We look at elected officials that have a track record of standing up for us on those issues and many other Firefighter issues.

Remember you may not agree with the recommendations we make for whatever reason but also remember you asked us to protect your wages, hours and working conditions, and we look for people that we know will do that.

HAVE A GREAT MEMORIAL DAY

As we celebrate today, we must take time to remember those who have sacrificed so much to protect our way of life as Americans. Please join the entire Local 1014 Executive Board as we pause this Memorial Day to reflect and remember all of the military personnel who have served or are serving our great Country. In all branches of service, Americans have proudly sacrificed so much to make America the greatest Country in the world.  It is important to remember those who have given their all so that we may prosper and have the freedoms we enjoy.

These individuals come from all walks of life. As we set out to enjoy today, take time to watch the tributes. Look at a waving American Flag as you roll down the road. Don't let the sacrifices that are represented pass through you easily.  Let the history of this Country and the memories of those who have served and given their all cause you to slow down and deeply reflect and pay your respects, pay our respects.

We would also like to once again take a moment to remind our membership to Drink Responsibly this holiday.  Limit your drinking! If you make a mistake and have too much to drink, think you might have impairment from drinking, or if you know you will be having a few and be over the limit, DON'T DRIVE. Get a room. Get a cab. Get a driver.

Please also make the effort to put away the phone, food and any other distractions that impair your driving. Keep you and your family safe and sound. Thank you to all members who will be on the line during this holiday protecting and serving our citizens in Los Angeles County.

Another open letter to LA County Fire Chief Daryl Osby
and the membership of Local 1014

This is a follow-up to the letter dated April 6th (attached and here)

OPEN LETTER TO THE FIRE CHIEF AND MEMBERSHIP

Dear Chief Osby:

This is the second letter to you regarding EA-168 “Return to Work / Risk Management Re-Assignment” dated March 30, 2018.  This letter is to again inform you that we categorically REJECT your selection of civilian Cynthia Maluto to work in any capacity in the Return to Work Division and demand a new appointment to this critical position with the Department.

Following our letter, we met with you and Chief Richardson and Chief Mc Cloud to discuss this matter.  Local 1014 presented substantive information to you as to why this critical position and integration into our work comp carve out needs to be of bilateral labor and management agreement. 

It is clear that you have chosen to ignore our information and reject a collaborative effort in the Return to Work Division. This has resulted in a negative impact to our members and their health and safety.  We will not stand by and allow the care and treatment of our members to suffer because of incompetence and inexperience of Cynthia Maluto.

Due to your lack of cooperation regarding Return to Work, we will now take our issues to the Board of Supervisors to find remedy. It is unfortunate that we cannot work together despite our exhaustive efforts to find a solution. However, we remain committed to finding a resolution to correct this critical health and safety issue on behalf of our members.

Additionally, this letter also serves to formally notify you that your actions constitute a change in working conditions for the Captains in the Return to Work Office. We will be filing charges with the County against you regarding your unilateral actions without negotiations with Local 1014. 

We will be informing our members that all actions from the Return to Work Office should be viewed as discriminatory and detrimental to their treatment and their ability to return to duty.  The actions of Cynthia Maluto, with the support of the Fire Chief, Chief Deputy and Deputy Chief, are designed to limit our members’ legal rights to attain treatment and time off to heal.  Additionally, we will be advising every member to review all actions from the Return to Work Office and contact a work comp attorney or Local 1014 to help navigate claims and ensure fair treatment.

In closing, we are very disappointed in your actions and your disregard for the health and safety of our Firefighters and Fire Service Personnel.  You have demonstrated a lack of commitment to ensuring our members receive the appropriate treatment and care necessary for them to return to full duty.

On Tuesday April 24th, your Local 1014 Executive Board had our second negotiations session with the County of Los Angeles for a successor MOU for units 601 & 602.

At our first meeting we met to go over ground rules and some housekeeping items as well as getting some questions answered by the County.

During our second meeting on the 24th we reached Tentative Agreement's (TA) on important non-salary protection items for our successor MOU.

It is critical that we close all articles of our contract which legally protect working conditions, hours, bids, transfers, seniority, health, safety and grievance procedures, and the right to appeal exams as well as other issues. Many hours have been spent negotiating with the County over the years in order to secure these items and it is important we continue to secure those items for our members.

We currently have six more bargaining sessions scheduled for May and June.  We have pressed the County to move aggressively to finalize a new MOU by July 1. The next sessions will focus heavily on economic items. Thank you to those who responded to the survey put out by your Executive Board to guide us for items including general salary or cost of living increases and special bonus items.  We are also proposing a union controlled behavioral health employee assistance program.  This program would shift department dollars to the union to ensure our PEER and behavioral health programs will maintain confidentiality. 

We also are at the table bargaining with the County Coalition of Unions (CCU) for our fringe benefits contract which covers items such as retirement, health-care contributions, retiree health-care, benefit time, grievances processes, and other non-salary items that are important to our membership.  We are just getting started and not much to report as of yet, but retiree health-care and pension issues will be of major concern as always. 

We will update you as we continue to fight to protect our members salary, benefits, and working conditions and will inform you as new information is available. We will press hard to get a good contract we can recommend, support and ratify.  More to come.

We often use these words to speak about our BROTHERS and SISTERS who have fallen in the line of duty.

I am asking OUR membership to do more than just speak these words on this Saturday, April 21, 2018.

I am asking for the membership, as a FAMILY, to show support for the memories of our fallen, and for the families of the fallen who will join us at the Los Angeles County Fire Department Memorial Ceremony.

At 10 am this Saturday we will be honoring all the names on the wall of honor across from the P. Michael Freeman building (Command and Control).

PLEASE take time to come up and HONOR our fallen.

CAPTAINS I ask you to put this on your station clipboards where the programs for these memorial services no doubt are close by.  At line-up review this and EA-q76 (attached) and get commitments from your crews AND yourselves to attend the solemn ceremony Saturday.

CHIEFS I ask for your commitment to attend as well.

If you are not working on Saturday April 21st then the only place you belong is standing shoulder to shoulder with your brothers and sisters who make up the great membership of Local 1014.  We need to be there to help the families of our fallen to stand strong and show that those words you read earlier continue to ring in your ears.  You need to be there to show respect to all those names on the wall.  To many names!

"WE SHALL NEVER FORGET" – let that apply to this Saturday April 21st also.  Be there and show your support to the families of our fallen, the memories of our brothers and sisters as we always told them we would.

OPEN LETTER TO THE FIRE CHIEF AND MEMBERSHIP 

Dear Chief Osby: 

In your memo EA-168 “Return to Work / Risk Management Re-Assignment” dated March 30, 2018, you stated a Civilian Division Chief “will provide a greater role in relation to the Department’s Return to Work mission.”

This letter is to inform you that we categorically REJECT your selection of civilian Cynthia Maluto to work in any capacity in the Return to Work Division and demand a new appointment to this critical position with the Department. We find her to be averse to any and all aspects of labor/management cooperation and to progressive workers compensation carve out principles. The unilateral decision to appoint her to an active role in Return to Work (RTW) is a direct attack on our Dispute Resolution Agreement (DRA) - Carve Out Agreement. 

As you know, under State law our DRA is managed by a Labor Management Voting Committee of 6 individuals, 3 people appointed by the Union and 3 people appointed by the Department to ensure a balanced voice.  It is at this table that all changes to any aspect directly and indirectly affecting the DRA carve out should be managed. It is essential that we maintain a balanced approach to the DRA and we are committed to working with you to correct this action and move toward a bilateral labor/management agreement regarding RTW. 

We would like to set up a meeting with you as soon as possible to discuss this critical issue. If the Department’s intent is to withdraw from the DRA carve out, where at least 80% of our members are being treated and claims are picked up in a timely manner, we deserve to know immediately. We feel strongly that the DRA system is significantly better than the state system which has delays to treatment in excess of 6 months for Firefighters.  We must do everything we can to maintain a balanced system that benefits our Firefighters and our Fire Service Personnel.

Additionally, in EA-168, you mentioned a “concerned Firefighter” letter and you committed to investigating the claims in the letter. While we know this was one case, all cases and all members are important to us. Your commitment to take care of Firefighters and Fire Service Personnel for their “injuries while performing their duties” should also include illnesses, and behavioral health issues both on duty and cumulatively. 

We are committed to addressing any needs or concerns of the Department and the Union membership. Moreover, we will be addressing this matter with the County Board of Supervisors. 

I look forward to your response and to working collaboratively with you to create a DRA and RTW system which focuses on taking care of the men and women of the Los Angeles County Fire Department.

Local 1014 will once again host LACERA, Empower and F&A Credit Union advisors for a class at Local 1014.  This is a pre-retirement workshop that will give you all the information you need to know to prepare for retirement from the County of Los Angeles Fire Department.  Things like Ventura Benefits, retirement medical care and steps to take prior to retirement are all covered.

Some of the issues to be covered:

• Death, Disability and Survivor Benefits Planning.
• Mid-Career Seminar for those with more than 5 years before retirement.
• Pre-retirement Seminar for those with 5 years or less before retirement.
• Empower (457 Plan) pre-retirement and retirement planning.

Individual counseling and retirement planning by LACERA and Empower after seminar.

• Lunch will be provided. 
• Class size is limited to 30. Sign-ups will be on a first come-first served basis.
• Spouse/partners are welcomed and encouraged to attend.
