Local 1014 proudly joins our partners in labor as we honor the legacy of the Honorable Dr. Martin Luther King Jr. and his extraordinary work advancing civil rights and labor rights for all.

This year, the Labor Fed will recognize the members of Local 1014 as we celebrate and remain vigilant in defending the causes Dr. King fought so tirelessly to advance in the pursuit of justice and equality. Martin Luther King Jr. Day also holds special meaning for working people, as it is an officially recognized holiday secured and protected through collective bargaining and fringe benefit negotiations, reinforcing the power of labor to advance both dignity and equity in the workplace.

The Los Angeles County Federation of Labor (LA Fed) commemorates Martin Luther King Jr. Day by hosting major events, including its annual sold-out MLK Breakfast (the 2026 theme: “Back to Our Roots”) and supporting the Official King Day Parade. These events connect Dr. King’s civil rights leadership to today’s ongoing labor struggles for economic justice, worker rights, and multicultural solidarity—serving as a powerful call to action for continued advocacy.

Through breakfasts, parades, and community gatherings, LA Fed uplifts working families, challenges inequality, and promotes unity, reminding us that Dr. King’s work remains unfinished, and our commitment must remain strong.

We thank the Bill Author Asm. Tina Mc Kinnor (D), and Co-Sponsors Asm. Jose Solache, Asm. Tasha Boerner Horvath (D), Sen. Tim Grayson (D), Asm. Stephanie Nguyen (D), Asm. Anamarie Farias (D) for their unwavering support as we push this boulder uphill on behalf of our newer members.  

We enter this year facing a simple truth - the future of firefighter retirement is being decided right now, and your voice will make the difference.  

As we move into the second year of the legislative cycle, all eyes are on Assembly Bill 1383 (McKinnor), the CPF-sponsored bill to strengthen our retirement security by lowering the retirement age for firefighters and other public safety personnel, improving bargaining flexibility, supporting recruitment and retention, and reducing long-term health risks.   

After a difficult budget year in 2025, the Assembly Appropriations Chair designated AB 1383 as a 2-year bill. This means the bill is back before the committee this month and must be passed to continue in the legislative process.  

Retirement security remains one of CPF’s top priorities because we have no other choice. The risks we face, the health impacts of long-term exposure, and the need for a fair path to retirement are facts that we face every day, and they’re not going away.  
That’s why we need you. Your advocacy is needed to push AB 1383 out of committee and onto the Assembly Floor for a vote before the end of the month. Every letter makes it harder for lawmakers to ignore what’s at stake.  
 
We urge you to share this advocacy opportunity with your union brothers and sisters. Together, we can ensure lawmakers hear us and take the action that we all know is needed.  

This won’t be easy. But we’re not backing down. CPF remains committed to this fight because we know what’s at stake for you, your families, and the future of our profession.  

The CPF Executive Board took action to designate AB 1383 as the ONLY retirement bill supported by CPF during the close of this legislative cycle.

2025 Overtime Tax Withholding Changes

Your 2025 W-2s are now available for print, but do not include specific documentation for premium overtime calculations. This is because the federal government did not update the W-2 form for this new law.

Fire Department Payroll is working with the Auditor-Controller and Local 1014 to develop a solution that employees can provide to their tax preparer showing the total premium overtime amount for tax preparation purposes.

New Overtime Deduction Overview
  • Deduction Caps: $12,500 (single) / $25,000 (married filing jointly—must file jointly for full deduction)
  • Income Phase-Out: Begins at $150,000 MAGI (single) / $300,000 MAGI (joint). Reduces $100 per $1,000 over threshold.
  • What Qualifies: Only the premium portion of FLSA overtime (the extra half-time pay, not base rate). Applies 2025-2028. Reduces federal income tax only—NOT payroll taxes.
Local 1014 is working directly with Fire Department Payroll and the Auditor-Controller to provide the information needed for your tax return.

Estimating Your Premium Overtime

If a solution is not provided in time, review your December 30, 2025, pay warrant for estimation purposes:
  • Line 731: Premium overtime outside of your schedule
  • Line 782: Premium overtime created by your schedule
Combined total = annual premium overtime earnings. Only the premium portion (extra half-time) qualifies for the federal deduction, subject to caps and phase-out limits.

CONTRACT NEGOTIATIONS UPDATE

No change this week. All Public Safety Unions—including ALADS, PPOA, LACOLA, and the Building Trades—along with several general member unions, remain unsettled as we approach one year out from contract expiration.

Despite the lack of progress at the table, solidarity remains strong. Our focus continues to be advancing a Public Safety Binding Arbitration Measure, which would allow a neutral third party to review the facts, including County finances, and address the County’s “ability to pay” arguments with real data and accountability.

While political action will always remain part of the process, since final contract ratification votes rest with the Board of Supervisors (BOS), binding arbitration would provide significant leverage to help move negotiations toward a fair resolution.

It is unconscionable that the County’s CEO came to labor unions and stated plainly, “You are getting a ZERO,” while reportedly working behind the scenes on a plan ensuring she would not accept zero herself. This left labor unions without support at the end of the year, not only in negotiations, but also during critical County budget discussions and decision-making.
We have communicated directly to the BOS our extreme anger and disgust at the County’s actions and the conduct coming from the CEO’s office.

We have also been meeting diligently with Acting CEO Joe Nicchitta to develop a path forward and move us back from impasse to a table where we can secure a contract that is bargained in good faith. After our first two meetings, we are cautiously optimistic and will continue pursuing every opportunity to make progress rather than immediately declaring a formal impasse.

As a result of these meetings, Local 1014 will return to the bargaining table on Thursday to begin working through proposals that show promise for both our membership and the Department.
Goodbye to NFIRS and hello NERIS

After decades of using the National Fire Incident Reporting System (NFIRS) for both Fire and EMS-related runs. The Los Angeles County Fire Department has transitioned to the National Emergency Response Information System (NERIS) as of January 1st, 2026. This system is supposed to streamline incident reporting and reduce the workload by eliminating secondary incident reports for 90% of EMS runs.

Please be sure to complete the required training by January 31st,2026, per EA-436 dated 12/30/2025.  In addition to this please re-familiarize yourselves on EA-581 Incomplete ePCR and NFIRS (now NERIS), and work with your chain of command to bring all stations and shifts into compliance. At no time, however, should a company officer or anyone under their command complete an NFIRS/NERIS report for a run that they personally did not respond to.

NFIRS/ NERIS reports are legal documents and completing them without having been assigned to the run may be considered falsified or fraudulent. For Mid-Month and Month-End confirming emails, please identify the incomplete or missing runs, the shift/crew responsible for the run, and forward that information with the Mid-Month/Month-End reports.

If management orders you to complete an Incident Report that you did not respond to, ask for the order in writing and contact Local 1014. Let’s all do our part to efficiently complete these reports in a timely manner that adheres to policy, but also follows the HIPAA laws.

REMINDER FOR OUR MEMBERS - SIGN UP FOR YOUR 401(k) 

Our members have a new tool to save for retirement.  It is simple to log on to your EMPOWER page and simply check the 401(k) option and a percentage to put in, similar to the 457 option.  Also, there is a post-tax selection that takes the taxes up front and allows you to move that money into your self-directed accounts, and you can call Schwab through EMPOWER if you have self-directed accounts set up for your options, including separate Roth options within your Schwab portfolio.  

We encourage our members to meet with a financial planning professional and to reach out to Schwab for details.  Saving for the future has never been easier.  Take advantage of the power of compounded interest and start early, and invest often as a new firefighter.  

Please take the time to log in to your EMPOWER account and review both your 457 and now your 401 (k) plans to ensure your money is going where you want it to go, with sound financial advice to shelter taxes on your future retirement income.   We are extremely proud to have fought for this benefit, and we know our members' lives improve when we have a good salary and benefits and the tools to use those earnings to provide a generous and hard-earned retirement for those who lay it on the line every day.  We also encourage our members to attend one of the education webinars listed below.

LACFD CHAPLAINS BENEVOLENT FUND

Our Chaplain’s office does so much for our sick and fallen. Did you know that our Chaplains rely on donations when it comes to family travel and lodging? We are asking all our members to support and donate a minimum of $10 a month to the LACFD CHAPLAINS BENEVOLENT FUND. 

The Chaplains’ Benevolent Fund exists to support Los Angeles County Fire Department personnel and their families during life’s most challenging moments. Your contribution directly helps:
  • Spiritual Support – Chaplains assist during the passing of a loved one by providing emotional and spiritual care, and coordinating services, celebrations of life, and funerals.
  • Financial Assistance for Families of Critically Sick or Injured Members – Helping with travel, lodging, and unexpected expenses while families support their firefighter.
  • Department Memorial & Ceremony Support – Assists with costs related to official memorial services and honors.
  • Support for Families Traveling to Memorials – Ensuring families attending fallen firefighter memorials do not bear the burden of travel, lodging, registration, or other necessary expenses.
