Contract Update
This week, the Department released ET-397: Approved One-Time Payment for SEIU Represented and Non-Represented Employees. The ET outlines a one-time $5K payment for represented employees—funded as a signing bonus in exchange for accepting a 0%–2%–5% contract with no additional economic improvements.
Your Local 1014 remains firmly united with our brothers and sisters in ALADS, LACOLA, and many other unions. We are aligned on one message: $5K will not settle our contract. It is not enough, and it does not address the real needs of our membership.
We continue to fight for a fair, meaningful contract that reflects the work, sacrifice, and danger our members face daily. The interim CEO committed to delivering long-awaited cost-out numbers this week. Once received, those numbers should finally move negotiations forward, confirming what we have said all along about the budget and the District’s capacity to meet our economic proposals.
We recently met with another member of the Board of Supervisors and received very positive feedback. The numbers support COLAs and the items we are pushing for—well within the savings the District generates each year. The CEO, Board offices, and the Fire Chief all understand that $5K will not get a deal done for Local 1014.
If they choose to ignore that fact, things will become very uncomfortable for management.
Your Local 1014 Board has spent countless hours at the bargaining table. We are frustrated—just like you—and we are prepared to take whatever actions are necessary to secure a fair contract. We ask for your continued patience and solidarity. When your Local 1014 Board calls, stand up, be loud, and be proud in defense of the contract we deserve, for the hard work and sacrifices we make every single day—including our lives.
$5K will not make us go away.

Measure E Additional Staffing
Local 1014 is proud to announce that 15 new firefighter positions will be available for bid in the upcoming transfer openings as a direct result of the passage of Measure E. The Department initially sought to create just five additional four-person engines next year; however, your union successfully pushed that number to 15 to strengthen both community and firefighter safety.
This increase is one phase of a multi-year plan to ensure every engine meets the NFPA minimum standard of 4-0 staffing. These positions were secured by Local 1014 using real data, local expertise, and a GIS-mapping program developed by the IAFF. This cutting-edge system represents the future of staffing, resources, and deployment planning. It incorporates objective, measurable data—rather than assumptions—about where additional staffing should be placed. The IAFF’s GIS mapping program has even withstood legal challenges, affirming its validity and value.
As part of the additional staffing package fought for by Local 1014, the Department will also establish six permanent Training Captain positions that will be available on the next transfer openings, significantly improving support for our partners in Training. In addition, 11 permanent APRU positions will be created soon. These positions will help staff major special events at venues such as SoFi Stadium, reducing the recall burden on Operations personnel while also providing alternative work schedule opportunities that meet the needs of both the Department and our membership.
Local 1014 extends our appreciation to Fire Chief Marrone and Chief Deputy O’Brien for embracing the IAFF’s GIS mapping program and supporting data-driven staffing decisions. Finally, a special thank-you to Treasurer Matt Duhamalle for his work with the IAFF in helping make this GIS program a success for our Locals Membership and the Department.

AFLAC Notice of Premium Due
If you recently received a notice stating that your AFLAC policy was delinquent, please disregard it. Second Vice President Tony Carcioppolo contacted AFLAC and the department immediately, and the issue has been resolved.
No premium deductions were taken on the October 15, 2025, pay warrant. However, the missed deduction was corrected on the October 30, 2025, pay warrant with a double deduction. We were assured that no one’s policy is at risk and that all policies have been made whole.
If you have any further questions, please contact AFLAC directly. Additionally, please verify on your October 30, 2025, pay warrant that a double deduction was taken for your policy. A common payroll code associated with AFLAC deductions is PPOA.

Firefighter Paramedic Trainee – Emergency Hire
Local 1014 has partnered with Management, the Exams Section, Training, and DHR to support the Emergency Hire process for Firefighter Paramedic (FFPM) positions. This Emergency Hire is a critical step toward achieving our long-term staffing goals: placing a fourth firefighter on every engine and ultimately staffing every engine in the County with a paramedic.
This program is urgently needed, as we currently have a great number of FFPM vacancies, with additional openings expected due to the current and upcoming rounds of promotions. The Emergency Hire structure will help stabilize staffing while maintaining a high standard of candidate quality.
The model is designed to ensure candidates demonstrate strong paramedic skills upfront, along with top-tier firefighting capabilities. The 90-day assessment will be structured similarly to a Firefighter Trainee Academy. It will include a paramedic portion consisting of didactic training and field assessment, firefighting evaluations, essential scenarios, and manipulative testing such as hose lays, ladders, fire behavior, and other foundational firefighter skills.

What if I cannot get a CPAT?
- Local 1014 worked with FCTC, and new testing dates have been added.
- If a candidate receives a Conditional Job Offer (CJO) but still cannot secure a CPAT date, they should call FCTC directly and inform them they have a CJO from Los Angeles County. FCTC will ensure they receive a testing date to meet the CJO requirement. Contact (877) 648-2728 fctc@cpf.org. They are available Monday–Friday, 8:30 a.m. – 4:30 p.m.
When will the assessment start?
Most likely early next year – potentially February.

Peer Support Retirement Seminar
The Department’s Peer Support Team is hosting an in-person retirement seminar for Department employees and their spouses. The seminar will focus on the challenges of retirement, how to plan for the retirement transition, and what the future holds after retirement. Retired peer support members will provide an introduction to their mentorship program, and the Department’s behavioral health professionals will also be available.
