Friday Update 10-17-25
Posted On: Nov 18, 2025

Brothers and Sisters,
Local 1014 joined with firefighter locals from across Southern California this week to discuss legislative issues, operations challenges, cancer research, and more.

A major topic of interest was the pension bill AB1383, which remains at the center of our legislative priorities.AB 1383 makes essential updates to California retirement law for public safety employees, aimed at restoring fairness and stability to firefighter pensions. The bill includes the following key provisions:
  • Reduces the retirement age for public safety personnel from 57 to 55, aligning with the physical demands of the profession.
  • Creates a new “Safety Plan” option providing a 3% at 55 formula, subject to collective bargaining.
  • Allows employers to pay a portion of the employee’s normal cost contribution, also subject to negotiation.
  • Permits public employees to bargain for prospective increases in retirement benefits within allowable tiers.
  • Increases the compensation limits used to calculate retirement benefits.
Local 1014 continues to advocate strongly in Sacramento for this bill, working with our partners across CPF and statewide labor organizations to ensure that our members’ hard-earned benefits reflect the realities of the job and the sacrifices we make.

Our team is engaged with legislators to ensure this measure advances and receives the support it deserves. See more info on this bill below.

Our very own Dr. Derek Urwin continues to lead the way in firefighter cancer research, ensuring the effective use of over $10 million in state grant funding secured to advance firefighter health and safety statewide.

We also hosted gubernatorial candidates from both parties, providing a platform to discuss our issues, priorities, and levels of support for the fire service community.

Contract and Retiree Medical Trust (RMT) Update

As a follow-up to last week’s contract update, your Local 1014 Board has been pressing forward to move past our latest hurdles. We are not afraid of the challenges presented in the current climate. This past week has been a full-court press, and we have multiple meetings scheduled in the coming weeks to continue work on both the contract and the Retiree Medical Trust (RMT).

Earlier this week, President Gillotte and 2nd Vice President Carcioppolo met with the Interim County CEO to get negotiations back on track. Following this meeting, we are cautiously optimistic. The discussion was productive, and progress is being made. Your Local 1014 Board will continue to grind and use every tool available to push for a fair and equitable contract for our members.

In addition, President Gillotte, Vice President Kobler, and 2nd Vice President Carcioppolo met with Supervisor Lindsey Horvath to address the ongoing struggles surrounding the RMT and our members’ contributions to fund it. This was a very productive and candid discussion. Supervisor Horvath expressed strong support and pledged to be a fierce advocate in helping to right the ship on these RMT issues.

During the same meeting, we also discussed the challenges we continue to face at the negotiation table. Supervisor Horvath left us feeling cautiously optimistic and hopeful, similar to the outcome of our meeting with the CEO.

The hard work is far from over, but rest assured, your Local 1014 Board will not stop until both the contract and RMT issues are resolved properly and in the best interest of our members.
