The Safer Los Angeles County Coalition had an incredible week. From our signature-gathering efforts over the weekend to yesterday’s Board of Supervisors meeting, we showed what true union solidarity and strength look like. More than 300 members stood shoulder to shoulder at the Hall of Administration, sending a clear message that our unions are united, engaged, and ready to fight for fairness.
Local 1014 is proud to be a leader in this coalition. Our members have stepped up both in front of the cameras, on the streets, and behind the scenes — organizing, mobilizing, strategizing, and doing the hard work necessary to move this initiative forward. Local 1014 has been at the forefront of this fight, and we remain committed to seeing it through for the benefit of our members and our families.
Tuesday marked a major step forward in our fight for fair bargaining for our members. In a 4–0 vote, the Los Angeles County Board of Supervisors approved moving forward with drafting a ballot measure to place on the November 2026 ballot.
We extend our sincere thanks to Supervisors Hahn and Barger for their votes in support of our initiative, co-sponsored by Supervisor Solis. Special shoutout to Supervisor Lindsey Horvath, who authored the motion and whose staff worked with our coalition to make this possible. We also appreciate the Supervisors’ recognition of our public safety unions, not only our strength, but our deep love for this County and our unwavering commitment to service as we fight for what is fair for our members.
We are also deeply grateful to Los Angeles County Sheriff Robert Luna and Los Angeles County Assessor Jeffrey Prang for submitting letters of support on behalf of our measure.
This momentum and the powerful show of solidarity from our members did not go unnoticed. The Los Angeles Times covered the Board’s action and the growing movement behind our effort, further highlighting the importance of what we are building together. While there are still many steps ahead on our journey to the November 2026 ballot, this week’s action was a major victory for our campaign. Stay tuned as we prepare for the next leg of this fight.

NEGOTIATIONS CONTINUES
Following our push for Binding Arbitration, we have already seen a change in the CEO’s response to bargaining with the BOS, communicating directly with the CEO to work to settle the Public Safety Tables. The CEO has begun sending his teams to the table with greater authority, and bargaining is moving forward as it should, with facts, data, sound analysis, and compromise to reach agreements.
The 601 / 602 sworn units continue to work on paramedic promotional pay issues and behavioral health programs issues, as well as some of the Plan C member issues related to health care. Some progress has been made to close the gap on these items with Department agreement in most cases, while we chase County concurrence.
The 603 / 604 Units with a slightly later contract date are now also in full swing, with many of the critical non-economic items affecting discipline and other administrative protections for our members having been closed out and secured, with the opening discussions on economic items to include general salary and special unit issues in play. Financial data and other factors affecting the cost of such proposals must always be obtained and agreed upon at the table before negotiating the items within budget. That process is ongoing and has accelerated with 603/604, setting the stage for what will ultimately be agreed upon for a successor MOU. The non-sworn units in our membership are critical to our public safety response and, as such, have many things to address to keep them compensated and safe in their work at levels above regular general member units, and we will be fighting for those items as we have always done to set a higher bar than the baseline.
We will keep you posted as we continue to meet at the table with expected progress as a result of what will be more and more authority as the CEO takes direction from the BOS and from our efforts to push the tables to constructive talks that will ultimately form a successor MOU we can all embrace and move to a vote to accept. Plan C items remain a top priority, and we will not sign or recommend a vote on any contract until those items are addressed.

Protecting First Responder Safety – Local 1014 Advocacy Update
Local 1014 has formally submitted a letter opposing the proposed Marici Battery Energy Storage System (BESS) facility in the City of Industry.
In addition to submitting our formal opposition letter, 1st Vice President Kurt Kobler attended the City of Industry City Council meeting to testify on the need for stronger regulation, meaningful safety standards, comprehensive training, and full environmental review before facilities like this are approved near our fire stations.
Local 1014 supports responsible clean energy development and acknowledges the need for clean jobs and affordable energy in our communities. However, we will not support putting our members at unnecessary risk and will remain consistent in advocating for a full analysis of cumulative hazards and responder safety impacts when these facilities could impact our emergency response.
We will continue work with the IAFF, CPF, and the California Energy Commission (CEC) to advocate for enforceable protections, proper installation, enhanced training and suppression tools, and greater coordination with fire agencies whenever these facilities are proposed within our response areas.

Local 1014 City PAC Candidate Interviews Ahead of April 2026 Elections
This week, Local 1014 also participated in candidate interviews for our City PAC Committee, focusing on key cities with April 2026 elections, including Vernon, Whittier, and Lancaster. These interviews are a critical part of ensuring we support candidates who understand and prioritize public safety, firefighter staffing, and the resources our members need to serve their communities effectively.
Engaging in endorsements in our contract cities is especially important. Local leadership directly impacts funding decisions and long-term public safety planning. When we endorse candidates who value the work of our members, we help protect the funding and support necessary to maintain strong fire protection services in our contract cities.
As we approach November, we will continue conducting interviews and making endorsements for candidates who stand with our members and support the issues that matter most to firefighters and the communities we serve.

1ST QUARTER PEER SUPPORT IN PERSON TRAINING
Our world-class Peer Support team, with the amazing “Fire Shrinks” Dr. Steve, Niki, Lyndee, and Carl, came together with the Peer Support canines and Chaplains to train in methods and learn about tools to help protect our members' minds. This job can be hard on us, and not just physically. The Fire and Lifeguard Divisions of our great Department, along with non-sworn, civilian, and retired members, came together to learn new methods to not only respond to post-traumatic crises but also prevent them and build resilience.
The Peer Support Team Members, under the direction of the Lead Peers, came together at Cottonwood Church once again and spent many hours working on the skills necessary to respond to our members in need. In addition, the David Lynch Foundation has been working with our Peers to bring the world of TRANSCENDENTAL MEDITATION to our members. Helping them achieve resilient calm and physical and behavioral advantages to mitigate the mental fatigue and impact of our work. The David Lynch Foundation has been working to bring this training to our members and to the public affected by the wildfires.
