58th IAFF Convention Convenes in Arlington, Texas

Delegates from across the United States and Canada gathered in Arlington, Texas, for the 58th International Association of Fire Fighters Convention, hosted by the Arlington Fire Fighters Association.

The Convention brought IAFF leaders and delegates together to conduct the important work of our union and address issues directly affecting firefighters, paramedics, and their families. Delegates considered 57 proposed resolutions across six Convention committees, shaping IAFF policy, priorities, funding, member protections, health and safety initiatives, and legislative advocacy.

Much of the real work of an IAFF Convention takes place before resolutions ever reach the Convention floor. Local 1014’s delegation and Executive Board were engaged in the committee process, reviewing proposals, debating their impact on our members and the fire service, and helping shape the policies that will guide the IAFF moving forward.

The resolutions before delegates covered issues ranging from firefighter health and occupational disease to EMS, emerging technology, union organizing, training, member benefits, and federal legislative priorities. The Health & Safety Committee considered measures addressing PPE standards, access to cyanide antidotes at the fireground, and continued research into occupational neurodegenerative diseases such as Parkinson’s, Alzheimer’s and ALS.

The Legislative & Political Committee also considered major national priorities, including making Medicare eligibility at age 55 for firefighters and EMS personnel an IAFF legislative priority and pursuing the phased elimination of the FLSA Section 7(k) overtime exemption for firefighters.

The Policy Committee addressed issues that will increasingly affect members at the bargaining table and in the workplace, including a proposal for an IAFF Artificial Intelligence Curriculum Designer to develop labor-focused AI training, evaluate department AI systems for bargaining and privacy impacts, and create model policies and contract language for affiliates.

This committee work is another example of how Local 1014 represents not only our own members, but helps lead the way for firefighters across the country. Through the experience of our Executive Board, our delegates, and our advocacy at the local, state, and national levels, Local 1014 continues to be a strong voice on the issues that define the future of the fire service.
 

One of the Convention’s highlights for Local 1014 was seeing our own Dr. Derek Urwin, PhD, address delegates from across the IAFF.

Dr. Urwin shared his remarkable journey from the firehouse to becoming a leading research scientist at UCLA and now serving as the IAFF Chief Science Advisor. He also provided important updates on the continuing fight against occupational cancer, including advances in firefighter testing, research, and funding.

In addition to serving as an active-duty Fire Captain, Dr. Urwin dedicates significant time to the IAFF and California Professional Firefighters, bringing cutting-edge science and new tools to the effort to better understand, prevent, detect, and ultimately reduce firefighter cancer.

Local 1014 is proud to have one of our own helping lead this fight on behalf of the IAFF’s more than 360,000 members.

President Gillotte Honored with IAFF 10th District Leadership Award

Local 1014 was also proud to see our own President Dave Gillotte recognized with the IAFF 10th District Leadership Award.

The honor recognizes more than 25 years of leadership and advocacy at the Local, state, and national levels. Throughout his service, President Gillotte has helped lead efforts that have resulted in stronger contracts and major legislative and policy victories for firefighters.

His work has included advocacy for expanded cancer presumptions, PTSI presumptions, Peer Support programs, and improvements affecting firefighter health and safety. He has also represented the interests of firefighters and paramedics through his work on the IAFF’s national standing committee on EMS.

The award reflects not only President Gillotte’s years of service, but the collective strength and accomplishments of Local 1014. As delegates from across the IAFF recognized his leadership, they also recognized the work our members, Executive Board, and advocates have done together to improve the lives, careers, health, and safety of firefighters throughout Los Angeles County and across the country.

Know Your Rights and Stand Together

There seems to be a growing theme lately, and if any of the following situations happen to you, please reach out to your Local 1014 Board immediately. Management continues to push the boundaries with our members, and we need to make sure everyone understands where we stand.

There Are No “Local” Battalion Policies
If a Chief tells you, “Hey, we do it this way in this battalion. It’s our local policy,” understand that there are no independent “local policies” that allow a Chief to create their own rules as they see fit.

Your wages, hours, and working conditions are governed by our negotiated agreement and applicable law. Local 1014 has fought hard to establish those protections, and we will continue to defend them. If you are told that something is a “local policy” that you have never seen or heard of, contact Local 1014 before simply accepting it as fact.

You Cannot Be Forced to Trade Overtime for Comp Time
If management tells you, “I need you to work on this project, but I can only pay you in comp time,” that is a serious concern. Compensatory time cannot simply be substituted for wages because management decides that is more convenient. There are legal requirements governing compensatory time, and your union will address situations where those requirements are not being followed. If you are asked to perform additional work and are told you can only receive comp time, contact Local 1014.

Don't Let Management Continue Adding Work to Our Members
We do not live in a world where management can continually pile additional work onto our members simply because they believe we will continue to absorb it. Too often, those making these decisions are detached from what it is actually like to ride on Big Red, answer call after call, and provide emergency services to the people of Los Angeles County. Call volume continues to increase, and the demands being placed on our members are becoming greater year after year. The men and women working in the field are carrying that burden every day. If something doesn't feel right, it probably deserves a closer look. Reach out to Local 1014.

Staffing and Brush Fire Deployments
More recently, we have had members toned out and dispatched to brush fires the day after the fire was out and forward progress had been stopped, only to spend hours performing mop-up operations. In some cases, members were working for extended periods without adequate food or breaks while entire districts were left dark. That should not be happening without the appropriate staffing plan and resources being considered. There is a reason augmented staffing plans exist. Those resources need to be utilized appropriately, especially during periods when our staffing is already stretched thin.

We recognize the tremendous strain these augmented staffing plans can place on our members, particularly with the staffing challenges we are currently experiencing at certain ranks, including Captains and Firefighter/Paramedics. A busy fire season, combined with tragic earthquakes that have taken lives around the world, has compounded our staffing challenges. At the same time, we are incredibly proud of the work our Task Force members have done to save lives and assist communities in need around the world. That is who we are. As firefighters, we save lives. We make a profound difference here in Los Angeles County and around the world.

We Have to Fix the Staffing Problem
Local 1014 is continuing to push the Department to hire more firefighters and completely revamp and modernize the hiring and promotional processes. We need a system that ensures we have qualified people ready to step into positions when vacancies occur and not a system that leaves us scrambling after the fact. Unfortunately, County DHR has become a hindrance in this process. We are calling on the Fire Chief to push back and work with labor to ensure that the Fire Department maintains a fair, transparent, efficient, and modern hiring and promotional process.

We need to be able to recruit high-quality entry-level firefighters while simultaneously developing and promoting qualified candidates through every rank. The plan Local 1014 has laid out for management addresses many of the staffing problems we are experiencing today. It is designed to create a pipeline of qualified candidates and get people into positions faster while maintaining a fair and transparent process.

Our goal is simple: We want to get back to being recalled for major emergencies and not random Tuesdays because we don't have enough people hired and promoted.

Stand Together
No Chief Officer or civilian should minimize the impact recalls have on our members or speak about recalls as though they understand what it is like to repeatedly be pulled away from your family, your plans, your rest, and your life because the Department does not have adequate staffing. Those of us who have ridden the rigs understand the difference. Your union understands it.

Local 1014 will continue fighting to protect your wages, hours, working conditions, staffing, and safety. But we need our members to help us identify problems when they happen. If you are told there is a “local policy,” if you are directed to perform work under questionable compensation arrangements, if you are being asked to take on unreasonable additional work, or if you believe a staffing decision is putting our members or the public at unnecessary risk, contact your Local 1014 Board immediately.

Don't assume someone else will report it. Don't assume it's just the way things are. If it doesn't feel right, call 1014. Stand strong. Stay strong. Stay together.

Local 1014 will continue fighting to modernize our hiring and promotional processes, improve staffing, and make sure the men and women who answer the call every day have the support, resources, and protections they deserve.
 
Together, we will keep fighting for our members, our families, and the communities we serve.
AB 1383 Advances to Senate Floor

AB 1383 has cleared another major hurdle, passing the Senate Appropriations Committee on a unanimous 7-0 vote and advancing to the Senate Floor.

The vote follows months of advocacy by California Professional Firefighters, Local 1014, and firefighter unions across the state. Members have testified, contacted legislators and made clear the importance of protecting a strong and secure retirement for California firefighters.

The fight is not over. AB 1383 must now pass the Senate before the August 31 legislative deadline, and opposition has intensified in recent weeks.

Local 1014 will continue working with CPF to push AB 1383 across the finish line. We thank every member who has made their voice heard and urge everyone to stay engaged as the bill enters this critical final stage.

The LACoFD USA-2 team has arrived in Colombia alongside USA-1 to assist with search and rescue coordination and structural engineering assessments. We are grateful for this State Department mission to support the people of Colombia following this week’s 7.4-magnitude earthquake.
