Friday Update 5-21-26
Updated On: May 25, 2026

Brothers and Sisters,

After two weeks of stalemate and lack of preparation by the CEO’s team, Local 1014 pushed the table back into forward motion after meeting with some of the Supervisors, as well as with the CEO and the Fire Chief. Local 1014 demanded authority at the table to negotiate in good faith, and the CEO delivered, as did the Fire Chief, for the issues we identified.

Gains were made in the areas of Behavioral Health funding and structure, benefits sell-back proposals, and Plan C post-PEPRA adjustment proposals to benefit our newer members. Also, Year 4 in the contract was officially opened up for negotiations, a proposal from Local 1014 and the other public safety unions representing the Sheriffs and Lifeguards, not only to eliminate bargaining before the Olympics, but also to provide another year as a vehicle to work toward a contract that values our members and allows proper funding to do so.

We were pleased with the progress on Thursday, and we will meet again next Thursday to keep the momentum going, as we expect good-faith, prepared bargaining at the table from the County. We are also looking to vet the Fire Chief’s support for our bargaining issues and items. We will be meeting with the Fire Chief to ensure his team has full authority, and to put our proposals for additional compensation and PEPRA member proposals that level the playing field for our newest members in front of him, and to gain his support for his firefighters — our members.

Thank you for staying the course. We will not settle for a basic contract with no valuation for our members. While the work it takes to get this done is intense, the reward will be worth the effort and the wait.

Local 1014 Brings Leadership & Peer Support to Statewide First Responder Conference

This week, Local 1014 attended the California Fire, EMS, Disaster Conference & Expo (CFED), California’s premier multidisciplinary conference dedicated to Fire, EMS, Nursing, Emergency Dispatch, Law Enforcement, and Disaster Response professionals, held in Indian Wells. The conference’s ongoing mission of “Bringing the Team Together” focused on strengthening collaboration, leadership, education, and operational readiness across all emergency response disciplines.

Throughout the week, attendees participated in continuing education courses, hands-on workshops, scenario-based training, leadership discussions, technology demonstrations, and collaborative sessions covering fire operations, EMS innovation, emergency communications, behavioral health, disaster readiness, and evidence-based prehospital care. The conference also featured networking opportunities, live demonstrations, paramedic competitions, and an expo hall showcasing the latest emergency response technology and equipment.

We are proud to recognize Captain Steve Blackburn and Captain Vince Roldan for leading the ICISF Peer Support Behavioral Health training, which provides education on crisis intervention, PTSD awareness, behavioral health support, and firefighter wellness for first responders facing critical incidents and cumulative stress.

Dr. Clayton Kazan also shared his expertise during the UCLA Prehospital Care Research Forum’s “Clinical Best Practices” workshop, which brought EMS professionals together to discuss evidence-based medicine, emerging clinical standards, current research, and practical applications aimed at improving patient care in the field.

Thank you to everyone who participated and represented Local 1014 throughout the conference. Your commitment to education, peer support, innovation, and public service continues to strengthen the fire service and emergency response community across California.

An Important Update from the Local 1014 Health Plan

This year, we enhanced our benefits and introduced the $900 Wellness Benefit, providing you and your families with the flexibility to purchase items that support and improve your health and well-being.

As of May 22, 2026, the Local 1014 Health Plan will no longer administer the $900 Wellness Benefit, in compliance with guidance issued by the County and the IRS. Additionally, members who utilized the benefit may receive a 1099 tax form related to benefit usage.

As part of the Local 1014 Health Trust’s ongoing commitment to our members, we explored alternative ways to continue enhancing your benefits. As a result, we are pleased to announce a reduction in the Out-of-Pocket Maximum, retroactive to January 1, 2026. Under this enhancement, members will now have a $0 Out-of-Pocket Maximum for in-network providers and only a $500 Out-of-Pocket Maximum for out-of-network providers. This enhancement would allow a direct savings of $1000 to members and provide greater flexibility to use those savings toward the healthcare items and services you need most.

We apologize for any inconvenience this change may cause and sincerely appreciate your understanding and continued support as we remain committed to providing outstanding health benefits to our members and their families.

A hard copy of this notice will follow via U.S. Mail.

In Solidarity,

President Dave Gillotte and the Local 1014 Executive Board
